The Subcommittee on the Review of the Anti-terrorism Act of the Standing Committee on Public Safety and National Security met in camera at 9:31 a.m. this day, in Room 371, West Block, the Chair, Gord Brown, presiding.

 

Members of the Subcommittee present: Gord Brown, Joe Comartin, Hon. Roy Cullen, Dave MacKenzie, Serge Ménard, Rick Norlock and Tom Wappel.

 

In attendance: Library of Parliament: Philip Rosen, Principal.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

It was agreed, — That the Subcommittee review the sections concerning investigative hearings and recognizance with conditions, which are the two sections subject to sunset clauses; and that the Subcommittee report its findings on these two issues to the Standing Committee on Public Safety and National Security in the form of an Interim Report no later than October 5, 2006.

 

It was agreed, — That the Chair write to the Minister of Public Safety and the Minister of Justice to determine if the provisions regarding investigative hearings and recognizance with conditions have been used.

 

It was agreed, — That the Chair write to RCMP Commissioner Giuliano Zaccardelli to request information further to his appearance before the previous subcommittee regarding the review of the Anti-terrorism Act.

 

It was agreed, — That the Subcommittee next meet on Tuesday, September 19, 2006 from 9:00-11:00 a.m.

 

At 11:28 a.m., the sitting was suspended.

At 12:01 p.m., the sitting resumed.

 

It was agreed, — That the Chair write to Communications Security Establishment (CSE) Commissioner Charles Gonthier to request an update regarding information provided to the former Subcommittee by the former CSE Commissioner.

 

It was agreed, — That the Subcommittee only call additional witnesses on an as needed basis.

 

It was agreed, — That the researcher will prepare a work plan for discussion in the fall and that members of the Subcommittee will submit issues to be considered in the work plan to the clerk's office by September 1st.

 

At 1:16 p.m., the Subcommittee adjourned to the call of the Chair.
