The Standing Committee on Public Safety and National Security met at 10:59 a.m. this day, in Room 701, La Promenade Building, the Chair, Garry Breitkreuz, presiding.

 

Members of the Committee present: Hon. Sue Barnes, Garry Breitkreuz, Gord Brown, Hon. Raymond Chan, Joe Comartin, Hon. Irwin Cotler, Hon. Roy Cullen, Dave MacKenzie, Serge Ménard and Rick Norlock.

 

Acting Members present: France Bonsant for Maria Mourani.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst; Philip Rosen, Principal.

 

Witnesses: Canadian Chamber of Commerce: Michael Murphy, Executive Vice-President, Policy; Lee Webster, Chair, Intellectual Property Committee. Canadian Anti-Counterfeiting Network: Doug Geralde, Chair; Brian Isaac, Partner, Smart & Biggar Fetherstonhaugh; Lorne Lipkus, Chair, Education and Training Committee. Canadian Recording Industry Association: Graham Henderson, President.

 
Pursuant to Standing Order 108(2), the Committee proceeded to a briefing on Counterfeit Goods.
 

The witnesses made statements and answered questions.

 

At 12:41 p.m., the sitting was suspended.

At 12:44 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

By unanimous consent, it was agreed, — That notwithstanding any usual committee practice, Sue Barnes and Joe Comartin jointly moved, — That the Standing Committee on Public Safety and National Security review the RCMP’s role in the Witness Protection Program.

 

After debate, the question was put on the motion and it was agreed to.

 

It was agreed, — That Mike Wallace be invited to appear before the Committee on April 17, 2007 in relation to Committee's study on Bill C-279, An Act to amend the DNA Identification Act (establishment of indexes).

 

It was agreed, — That the Committee will prepare a report on the issue of Counterfeit Goods and that members will submit their recommendations to the clerk's office by Friday, April 6, 2007.

 

It was agreed, — That the Committee will begin consideration of issues for inclusion in a report on Counterfeit Goods on April 17, 2007.

 

It was agreed, — That officials from the Department of Justice, the RCMP and the Department of Public Safety and Emergency Preparedness be invited to appear before the Committee in relation to the study on the RCMP's role in the Witness Protection Program.

 

It was agreed, — That the Committee visit the Institut National de la recherche scientifique (INRS) - Institut Armand-Frappier in Laval.

 

At 1:07 p.m., the Committee adjourned to the call of the Chair.
