The Standing Committee on Public Safety and National Security met at 11:12 a.m. this day, in Room 269, West Block, the Chair, Garry Breitkreuz, presiding.

 

Members of the Committee present: Hon. Sue Barnes, Garry Breitkreuz, Gord Brown, Hon. Raymond Chan, Joe Comartin, Hon. Roy Cullen, Laurie Hawn, Dave MacKenzie, Serge Ménard, Maria Mourani and Rick Norlock.

 

Acting Members present: Hon. Stephen Owen for Hon. Irwin Cotler.

 

Associate Members present: Tom Wappel.

 

In attendance: Library of Parliament: Philip Rosen, Principal; Wade Riordan Raaflaub, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Dave MacKenzie moved, — That, pursuant to Standing Order 97.1, the Standing Committee request to extend, by thirty sitting days, the Standing Committee on Public Safety and National Security's review of Bill C-286.

Debate arose thereon.

 

By unanimous consent, it was agreed, — That debate on the motion be postponed until after consideration of the draft report on the study of the Review of the Anti-terrorism Act (2001).

 

At 11:24 a.m., the sitting was suspended.

At 11:24 a.m., the sitting resumed in camera.

 
Pursuant to the Order of Reference of Friday, May 19, 2006, the Committee resumed its study of the Review of the Anti-terrorism Act (2001).
 

The Committee commenced consideration of a draft report.

 

It was agreed, — That the report be adopted.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request the Government table a comprehensive response to the report.

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That 350 copies, in billingual format, shall be printed.

 

It was agreed, — That the Chair of the Subcommittee on the Review of the Anti-terrorism Act present the report to the House.

 

At 1:04 p.m., the sitting was suspended.

At 1:05 p.m., the sitting resumed in public.

 

The Committee proceeded to discuss matters related to Committee business.

 

The Committee resumed to the consideration of the motion proposed by Dave MacKenzie.

 

At 1:11 p.m., the sitting was suspended.

At 1:17 p.m., the sitting resumed in camera.

 

It was agreed, — That the Committee receive a briefing from departmental officials on Counterfeit Goods on Tuesday, March 27, 2007.

 

It was agreed, — That the Committee invite the Canadian Anti-Counterfeiting Network, the Canadian Chamber of Commerce and the Canadian Recording Industry Association to appear before the Committee to provide a briefing on Counterfeit Goods.

 

At 1:17 p.m., the sitting was suspended.

At 1:20 p.m., the sitting resumed in public.

 
By unanimous consent, pursuant to the Order of Reference of Friday, October 20, 2006, the Committee commenced consideration of Bill C-286, An Act to amend the Witness Protection Program Act (protection of spouses whose life is in danger) and to make a consequential amendment to another Act.
 

The Committee commenced its clause-by-clause study of the Bill.

 

By unanimous consent, Clauses 1 to 12 inclusive were negatived.

 

The Title carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

At 1:24 p.m., the Committee adjourned to the call of the Chair.
