The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development met at 11:09 a.m. this day, in Room 701, La Promenade Building, the Chair, Jason Kenney, presiding.

 

Members of the Subcommittee present: Hon. Irwin Cotler, Hon. Jason Kenney, Wajid Khan, Wayne Marston, Mario Silva, Kevin Sorenson and Caroline St-Hilaire.

 

In attendance: Library of Parliament: Marcus Pistor, Analyst.

 

Witnesses: Asia Pacific Foundation of Canada: Paul Evans, Co-Chief Executive Officer , Chairman of the Executive Committee. Canada China Business Council: Hon. Sergio Marchi, President.

 
Pursuant to the motion adopted by the Standing Committee on Foreign Affairs and International Development, May 10, 2006 and the motion adopted by the Subcommittee, October 24, 2006, the Subcommittee resumed its study on Human Rights in China.
 

Paul Evans and Hon. Sergio Marchi made opening statements and answered questions.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

Wayne Marston moved, — That the Subcommittee on International Human Rights study, invite witnesses to testify and make recommendations to Parliament on Canada’s adherence to the Optional Protocol to the United Nations Convention Against Torture.

 

After debate, the question was put on the motion and it was agreed to.

 

Wayne Marston moved, — That the Subcommittee on International Human Rights study the increasing human rights concerns around the situation of North Korean refugees in China; and that the Subcommittee invite witnesses to testify about human rights violations in North Korea and the plight of North Korean refugees in China.

 

After debate, the question was put on the motion and it was agreed to.

 

It was agreed, — That the proposed budget in the amount of $ 22,900, for the period of January 29, 2007 to March 31, 2007 be adopted.

 

At 12:44 p.m., the Subcommittee adjourned to the call of the Chair.
