The Standing Committee on Procedure and House Affairs met in camera at 11:04 a.m. this day, in Room 112-N, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Gary Goodyear, Michel Guimond, Hon. Jay Hill, Hon. Marlene Jennings, Tom Lukiwski, Hon. Stephen Owen, Pauline Picard, Joe Preston, Marcel Proulx, Hon. Karen Redman and Scott Reid.

 

Acting Members present: Hon. Larry Bagnell for Hon. Marlene Jennings and Paul Dewar for Yvon Godin.

 

In attendance: Library of Parliament: James Robertson, Principal; Sebastian Spano, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 11:43 a.m., the sitting was suspended.

At 11:43 a.m., the sitting resumed in public.

 
Pursuant to Standing Order 108(3)(a)(iii), the Committee resumed its review of the Standing Orders of the House of Commons.
 

Karen Redman moved, — That this Committee recommends that the Standing Orders in effect on October 5, 2006, including the provisional Standing Orders, be made permanent, and,

That the adoption of this motion be reported to the House forthwith.

Debate arose thereon.

 

Jay Hill moved, — That the motion be amended by deleting all the words after “That” and replacing with the words “the committee recommends that the provisional Standing Orders, adopted by the House on February 18, 2005, remain in effect as per the Special Order adopted unanimously by the House on Wednesday, September 20, 2006 to allow the process as agreed to by the House Leaders to take place before any further action is taken”.

 

At 12:32 p.m., the sitting was suspended.

At 12:52 p.m., the sitting resumed.

 

RULING BY THE CHAIR

The Chair ruled the proposed admendment inadmissible because it resulted in a direct negative of the main motion.

 

On motion of Marcel Proulx, it was agreed, — That the Committee do now adjourn.

 

At 1:01 p.m., the Committee adjourned to the call of the Chair.
