The Standing Committee on Government Operations and Estimates met at 9:02 a.m. this day, in Room 209, West Block, the Chair, Diane Marleau, presiding.

 

Members of the Committee present: Omar Alghabra, Raymond Bonin, Daryl Kramp, Hon. Diane Marleau, James Moore, Peggy Nash, Caroline St-Hilaire, Louise Thibault, Hon. Joseph Volpe and Mike Wallace.

 

Acting Members present: Diane Ablonczy for Harold Albrecht and Jason Kenney for Chris Warkentin.

 

In attendance: Library of Parliament: Philippe Le Goff, Analyst; Guy Beaumier, Analyst.

 

Witnesses: As an individual: Gwyn Morgan.

 
Pursuant to Standing Orders 110 and 111, the Committee commenced consideration of the certificate of nomination of Gwyn Morgan to the position of Chairperson of the Public Appointments Commission which was referred to the Committee on Monday, April 24, 2006.
 

Gwyn Morgan made a statement and answered questions.

 

At 10:55 a.m., the sitting was suspended.

At 10:56 a.m., the sitting resumed.

 

Peggy Nash moved, — That the Committee report to the House the following:

That, due to the fact that Mr. Gwyn Morgan has insufficient qualifications and competence related to the proposed appointment as Chairperson of the Public Appointments Commission, this Committee calls on the Prime Minister to withdraw Mr. Morgan’s appointment immediately.

Debate arose thereon.

 

On motion of Louise Thibault, it was agreed, — That the motion be amended by replacing the words “has insufficient qualifications and competence related to” with the words “is unsuitable for”.

 

After debate, the question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

At 11:09 a.m., the Committee adjourned to the call of the Chair.
