The Standing Committee on National Defence met at 3:32 p.m. this day, in Room 362, East Block, the Chair, Rick Casson, presiding.

 

Members of the Committee present: Claude Bachand, Dawn Black, Robert Bouchard, Blaine Calkins, Rick Casson, Hon. Ujjal Dosanjh, Cheryl Gallant, Laurie Hawn, Russ Hiebert, Wajid Khan and Hon. Joe McGuire.

 

Acting Members present: Hon. Charles Hubbard for Hon. Ujjal Dosanjh.

 

In attendance: Library of Parliament: Wolf Koerner, Analyst; Allison Goody, Analyst.

 

Witnesses: Réseau francophone de recherche sur les opérations de paix: Marc André Boivin, Coordinator. Université du Québec à Montréal: Justin Massie, Research Associate , Chaire de recherche du Canada en politiques étrangère et de défense canadiennes.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on May 16, 2006, the Committee commenced its study of Canadian Forces in Afghanistan.
 

The witnesses made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Dawn Black moved, — That the Chair accept no dilatory motions while the Committee is hearing witnesses.

 

After debate, by unanimous consent, the motion was withdrawn.

 

Dawn Black moved, — That the Committee apologize to Gerry Barr, President - Chief Executive Officer, and Erin Simpson, Policy Officer, of the Canadian Council for International Cooperation, Kevin McCort, Senior Vice-President of CARE Canada and Steven Staples, Director, Security Programs of the Polaris Institute, for the behaviour of Conservative members of the Committee on June 8, 2006.

 

RULING BY THE CHAIR

 

The Chair ruled the proposed motion inadmissible as it reflected on a previous decision of the Committee.

 

At 5:35 p.m., the Committee adjourned to the call of the Chair.
