The Standing Committee on the Status of Women met at 9:05 a.m. this day, in Room 701, La Promenade Building, the Chair, Judy Sgro, presiding.

 

Members of the Committee present: Diane Bourgeois, Patricia Davidson, Nina Grewal, Helena Guergis, Irene Mathyssen, Hon. Maria Minna, Maria Mourani, Hon. Anita Neville, Hon. Judy Sgro and Joy Smith.

 

Acting Members present: Hon. Carolyn Bennett for Hon. Irwin Cotler, Ken Boshcoff for Hon. Irwin Cotler and Bruce Stanton for Cheryl Gallant.

 

In attendance: House of Commons: Louise M. Thibault, Procedural Clerk. Library of Parliament: Julie Cool, Analyst; Lyne Casavant, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Joy Smith moved, — Whereas, the equitable split of matrimonial property is guaranteed for both spouses when divorcing under Canadian law; and whereas, this guarantee does not apply to status Indians living on reserves where property is split in favour of the male spouse; pursuant to Standing Order 108(2), that the Standing Committee on the Status of Women undertake matrimonial property rights of aboriginal women as top priority.

Debate arose thereon.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Ken Boshcoff, Diane Bourgeois, Patricia Davidson, Nina Grewal, Helena Guergis, Irene Mathyssen, Maria Minna, Maria Mourani, Anita Neville, Joy Smith, Bruce Stanton — 11; NAYS: — 0.

 

Diane Bourgeois moved, — That the Committee spend one (1) hour on each report adopted by the Committee in the last Parliament.

Debate arose thereon.

 

By unanimous consent, the motion was withdrawn.

 

Maria Mourani moved, — That the Committee concurs in the recommendations of the First, Second, Third, Fourth, and Fifth Reports of the Standing Committee on the Status of Women presented to the House in the 1stSession of the 38thParliament; that the Chair report to the House the concurrence in these recommendations; and that; pursuant to Standing Order 109, the Committee requests that the government table a comprehensive response to those reports.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Carolyn Bennett, Diane Bourgeois, Helena Guergis, Irene Mathyssen, Maria Minna, Maria Mourani, Anita Neville — 7; NAYS: Patricia Davidson, Nina Grewal, Joy Smith, Bruce Stanton — 4.

 

It was agreed, — That, in addition to studying matrimonial property rights of aboriginal women as a top priority, the Committee would also explore economic security issues of women and violence against women .

 

At 11:02 a.m., the Committee adjourned to the call of the Chair.
