The Standing Committee on Environment and Sustainable Development met at 11:46 a.m. this day, in Room 269, West Block, the Chair, Bob Mills, presiding.

 

Members of the Committee present: Mike Allen, Bernard Bigras, Nathan Cullen, Luc Harvey, Marcel Lussier, David J. McGuinty, Bob Mills, Hon. Geoff Regan, Anthony Rota, Francis Scarpaleggia, Maurice Vellacott and Mark Warawa.

 

Associate Members present: Hon. John Godfrey.

 

In attendance: Library of Parliament: Sam Banks, Analyst; Tim Williams, Analyst.

 

Witnesses: National Water Research Institute: John H. Carey, Director General, Water Science and Technology. As an individual: Richard Carignan, Full Professor, Department of Biological Sciences, University of Montréal. Canadian Federation of Agriculture: Bob Friesen, President. Canadian Water and Wastewater Association: Dave McCartney, Manager, Wastewater and Drainage Service, City of Ottawa. Government of Manitoba: Hon. Christine Melnick, Minister, Water Stewardship; Dwight Williamson, Director, Water Science and Management Branch, Water Stewardship Department.

 
Pursuant to Standing Order 108(2), the Committee commenced its study of Blue-Green Algae (Cyanobacteria) and their Toxins.
 

The witnesses made statements and answered questions.

 

At 12:33 p.m., the sitting was suspended.

At 12:36 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Bernard Bigras moved, — That, pursuant to Standing Order 108(2), the Standing Committee on the Environment and Sustainable Development recommend that the government amend the Phosphorous Concentration Regulations in order to prohibit the concentration of phosphorous in laundry detergents and dishwasher detergents and that the adoption of this motion be reported to the House at the earliest opportunity.

Debate arose thereon.

 

Mark Warawa moved, — That, pursuant to Standing Order 108(2), the Standing Committee on the Environment and Sustainable Development hold further hearings on the issue of phosphorous, to study possible impacts on the environment.

After debate, the question was put on the amendment of Mark Warawa and it was negatived, by a show of hands: YEAS: 4; NAYS: 7.

 

Francis Scarpaleggia moved, — That, pursuant to Standing Order 108 (2), the Standing Committee on the Environment and the Sustainable Development recommends that the government amend the Phosphorous Concentration Regulations in order to phase out concentration of phosphorous in dishwasher detergents and laundry detergents and that the adoption of this motion be reported to the House at the earliest opportunity.

Debate arose thereon.

 

After debate, the question was put on the amendment of Francis Scarpaleggia and it was agreed to, by a show of hands: YEAS: 7; NAYS: 3.

 

The Committee agreed to the motion of Bernard Bigras as amended.

 

At 1:23 p.m., the Committee adjourned to the call of the Chair.
