Meeting No. 26

Monday, November 20, 2006

The Standing Committee on Environment and Sustainable Development met in a televised session at 3:32 p.m. this day, in Room 253-D, Centre Block, the Chair, Bob Mills, presiding.

Members of the Committee present: Bernard Bigras, Blaine Calkins, Hon. John Godfrey, Luc Harvey, Marcel Lussier, Bob Mills, Francis Scarpaleggia, Maurice Vellacott and Mark Warawa.

Acting Members present: Denise Savoie for Nathan Cullen and Blair Wilson for Pablo Rodriguez.

In attendance: Library of Parliament: Sam Banks, Analyst ; Tim Williams, Analyst . House of Commons: Justin Vaive, Committee Clerk.

Witnesses: Canadian Consumer Specialty Products Association: Shannon Coombs, President. Canadian Environmental Law Association: Jessica Ginsburg, Counsel; Kapil Khatter. Canadian Fertilizer Institute: Roger L. Larson, President.

Participants present: Department of the Environment: John Arseneau, Director General, Science and Risk Assessment, Science and Technology Branch. Department of Health: Paul Glover, Director General, Safe Environments Programme.

Pursuant to Standing Order 108(2) and section 343 of the Canadian Environmental Protection Act, 1999, the Committee resumed the statutory review of the Act - Assessment of Substances: Information Requirements, Burden of Proof and Disclosure.

Shannon Coombs, Jessica Ginsburg and Roger Larson made statements and, with the other witnesses, answered questions.

At 5:30 p.m., the Committee adjourned to the call of the Chair.
