The Standing Committee on Citizenship and Immigration met in camera at 11:03 a.m. this day, in Room 209, West Block, the Chair, Norman Doyle, presiding.

 

Members of the Committee present: Omar Alghabra, Norman Doyle, Meili Faille, Raymond Gravel, Nina Grewal, Rahim Jaffer, Ed Komarnicki, Bill Siksay and Hon. Andrew Telegdi.

 

Acting Members present: Bruce Stanton for Barry Devolin and Lui Temelkovski for Hon. Jim Karygiannis.

 

In attendance: Library of Parliament: Andrew Kitching, Analyst; Trupati Patel, Analyst.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 1, 2007, the Committee resumed its study of Loss of Canadian Citizenship for the years 1947, 1977 and 2007 .
 

It was agreed, — That the next meeting on the study of the Loss Canadian Citizenship, 1947, 1977 and 2007 be held on Wednesday, April 25, 2007.

 

At 11:32 a.m., the sitting was suspended.

At 11:33 a.m., the sitting resumed in public.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Rahim Jaffer moved, — That the committee invite the Members from Eglinton – Lawrence (Joe Volpe,) York West (Judy Sgro,) and Bourassa (Denis Coderre) to discuss the issue of Lost Canadians and the actions they undertook to deal with this problem while serving as Ministers of Citizenship and Immigration.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 4; NAYS: 6.

 

Andrew Telegdi moved, — That the committee receive testimony from the following individuals and/or organizations in regards to its study on the Loss of Canadian Citizenship, 1947, 1977, and 2007:

• Rosemarie Redden - Manager, Citizenship Case Review, Department of Citizenship and Immigration Canada

• Eric Stevens - National Law Advisor, Legal Counsel, Department of Citizenship and Immigration Canada

• Margaret Dritsas – National Law Advisor, Department of Citizenship and Immigration Canada

• Clark Goodman – Acting Director, Citizenship and Immigration Program Delivery, Department of Citizenship and Immigration Canada

• Mark Davidson – Director of Citizenship Policy, Department of Citizenship and Immigration Canada

• John Warner - Analyst, Department of Citizenship and Immigration Canada

• Rose Anne Poirier - Manager, Program Support, Case Processing Centre, Department of Citizenship and Immigration Canada – Sydney

• Melba Heffron - Case Processing centre, Department of Citizenship and Immigration Canada - Sydney

• A representative from the Citizenship and Immigration Canada Case Processing Centre – Sydney

• Hugh MacDonald .

 

On motion of Meili Faille, it was agreed, — That the motion be amended by adding the words “Representatives from the Institute for Canadian Citizenship”.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.

 

At 11:56 a.m., the Committee adjourned to the call of the Chair.
