The Standing Committee on Canadian Heritage met at 3:31 p.m. this day, in Room 253-D, Centre Block, the Chair, Gary Schellenberger, presiding.

 

Members of the Committee present: Jim Abbott, Hon. Mauril Bélanger, Ed Fast, Tina Keeper, Maka Kotto, Luc Malo, Francis Scarpaleggia, Gary Schellenberger, Scott Simms and Chris Warkentin.

 

Acting Members present: Luc Harvey for Sylvie Boucher and Jeff Watson for Sylvie Boucher.

 

Other Members present: Peggy Nash.

 

In attendance: Library of Parliament: Matthew Carnaghan, Analyst; Marion Ménard, Analyst.

 

Witnesses: Department of Canadian Heritage: Jean-François Bernier, Director General, Cultural Industries; Jean-Pierre Blais, Assistant Deputy Minister, Cultural Affairs. Library and Archives Canada: Daniel Caron, Director General, Corporate Management Branch. Department of Canadian Heritage: Lyn Elliot Sherwood, Executive Director, Heritage Group. Office of the Auditor General of Canada: Richard Flageole, Assistant Auditor General; Sheila Fraser, Auditor General of Canada; Richard Gaudreau, Director.

 
Pursuant to Standing Order 108(2), the Committee commenced its study on the Auditor General's Reports : Support to Cultural Industries (November 2005, Chapter 5); Protection of Cultural Heritage in the Federal Government (November 2003, Chapter 6).
 

Sheila Fraser, Lyn Elliot Sherwood, Jean-Pierre Blais and Jean-François Bernier made opening statements and, with the other witnesses, answered questions.

 

At 5:01 p.m., the sitting was suspended.

At 5:04 p.m., the sitting resumed.

 

The Committee proceeded to the consideration of matters related to Committee business.

 

By unanimous consent, on motion of Mauril Bélanger, it was agreed, — That, in view of the recent announcements by the Minister of Canadian Heritage regarding the upcoming revision of Canada’s broadcasting policy, the request for a comprehensive response to the report entitled “Our Cultural Sovereignty -- The Second Century of Broadcasting” made by the Committee in its Third Report to the House, be withdrawn..

 

Chris Warkentin moved, — WHEREAS museums small and large across Canada are the epicentre of institutional memory of our nations past;

WHEREAS museums across Canada deserve adequate resources to ensure that the past is not forgotten and that citizens and visitors alike can enjoy access to these institutions;

WHEREAS a significant amount of citizens visit rural, local, national and non-national institutions every year;

THEREFORE, considering the number of museums across Canada that are under obvious strain that this committee undertakes visits to national museums such as the National Archives, the National Library, the Museum of Civilization, the Museum of Science and Technology, the Aviation Museum, the Museum of Nature, the National Art Gallery, and the War Museum;

FURTHERFORE, that this committee undertakes visits to local museums such as the Billings Estate, Cumberland Heritage Village, Pinhey’s Point Historic Site, the Diefenbunker, the Bytown Museum, Watson's Mill, Osgoode Township Historical Society and Museum, the Nepean Museum, Vanier Museopark, and the Goulbourn Museum;

FURTHERMORE, this committee should hear from the Canadian Museums Association and any other interested parties at the discretion of the Committee
