The Standing Committee on Transport met in a televised session at 3:31 p.m. this day, in Room 237-C Centre Block, the Chair, Roger Gallaway, presiding.

 

Members of the Committee present: Dave Batters, Robert Carrier, Bev Desjarlais, Hon. Roger Gallaway, Jim Gouk, Hon. Jim Karygiannis, Hon. Rob Nicholson, Francis Scarpaleggia, Andrew Scheer and Caroline St-Hilaire.

 

Acting Members present: John Maloney for Raymond Bonin and Lloyd St. Amand for Borys Wrzesnewskyj.

 

In attendance: Library of Parliament: John Christopher, Analyst.

 

Appearing: Hon. Jean C. Lapierre, Minister of Transport.

 

Witnesses: Department of Transport: Helena Borges, A/Director General, Surface Transportation Policy; Kristine Burr, Assistant Deputy Minister, Policy Group; Marc Grégoire, Assistant Deputy Minister, Safety and Security Group; André Morency, Assistant Deputy Minister, Corporate Services; Jacques E. Pigeon, Senior General Counsel and Head, Department of Justice; Louis Ranger, Deputy Minister; Ronald Sully, Assistant Deputy Minister, Programs and Divestiture Group.

 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2004-2005: Votes 1, 5, 10, 15, 20, 25, 30, 35 and 40 under Transport referred to the Committee on Friday, October 8, 2004.
 

The Minister made a statement and, with the other witnesses, answered questions.

 

At 5:26 p.m., the sitting was suspended.

At 5:28 p.m., the sitting resumed.

 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

 

The Subcommittee met on Thursday, November 18, 2004 and agreed to make the following recommendations:

 

It was agreed, — That the following witness: CATSA be invited to appear before the Committee next Tuesday November 23, 2004 in relation to Estimates.

 

It was agreed, — That the study of Bill C-3, An Act to amend the Canada Shipping Act, the Canada Shipping Act, 2001, the Canada National Marine Conservation Areas Act and the Oceans Act referred to the Committee on Monday, October 18, 2004 commence on Thursday, November 25, 2004.

 

It was agreed, — That the Committee study the issue of Airports Rents and Regional Airports costs and their governance.

 

It was agreed, — That the Committee study the issue of Truckers Hours.

 

It was agreed, — That the study of the issue of Air Liberalization, as requested by the Minister, be taken up when the House returns from the Holidays break.

 

It was agreed, — That the issue of Port Security also be put on the Committee's agenda.

 

On motion of Jim Gouk, it was agreed, — That the report of the Subcommittee be concurred in.

 

At 5:32 p.m., the Committee adjourned to the call of the Chair.
