The Subcommittee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 9:22 a.m. this day, in Room 112-N, Centre Block, the Chair, Paul DeVillers, presiding.

 

Members of the Subcommittee present: Diane Bourgeois, Joe Comartin, Hon. Paul DeVillers, Helena Guergis and Hon. Paddy Torsney.

 

Acting Members present: Ken Boshcoff for Hon. Navdeep Bains.

 

In attendance: Library of Parliament: Marcus Pistor, Analyst.

 

Witnesses: Canadian International Development Agency: Gisèle Aubut, Senior Development Officer (Cuba), Americas Branch. Department of Foreign Affairs and International Trade (Foreign Affairs): Louise Branch, Deputy Director, Central America and Cuba, Caribbean, Central America and Andean Region Division; Jamal A Khokhar, Director General, Latin America and Caribbean Bureau; Christian Lapointe, Director, Caribbean, Central America and Andean Region Division. Canadian International Development Agency: Suzanne Laporte, Vice-president, Americas Branch.

 
Pursuant to the motion of the Standing Committee on Foreign Affairs and International Trade of Thursday, October 14, 2004 and the motion adopted by the Subcommittee on Wednesday, February 9, 2005, the Subcommittee resumed its study of Denial of Human Rights in Cuba.
 

Jamal A. Khokhar and Suzanne Laporte made statements, and, with Christian Lapointe, answered questions.

 

At 10:13 a.m., the sitting was suspended.

At 10:19 a.m., the sitting resumed in camera.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

It was agreed, — That the Subcommittee on Human Rights and International Development report to the Standing Committee on Foreign Affairs and International Trade the following recommendations:

1. That the Standing Committee report to the House a recommendation that the Canadian government continue to take a strong position with the government of Ethiopia and urge the international community to put pressure on the Ethiopian government to observe international human rights’ standards and to demand that the democratic rights of Ethiopians be safeguarded and that the Ethiopian government immediately release all political detainees.

2. That the Standing Committee request a comprehensive government response to its report pursuant to Standing Order 109.

 

It was agreed, — That, pursuant to the motion of the Standing Committee on Foreign Affairs and International Trade of Thursday, October 14, 2004, the Subcommittee undertake an inquiry into human rights in Ethiopia .

 

At 10:56 a.m., the Subcommittee adjourned to the call of the Chair.
