Meeting No. 50

Tuesday, November 1, 2005

The Standing Committee on Procedure and House Affairs met at 11:09 a.m. this day, in Room 112-N, Centre Block, the Chair, Hon. Don Boudria, presiding.

Members of the Committee present: Hon. Don Boudria, Bill Casey, Yvon Godin, Michel Guimond, Jay Hill, Dale Johnston, Hon. Dominic LeBlanc, Hon. Judi Longfield, Pauline Picard, Hon. Karen Redman, Scott Reid and Hon. Raymond Simard.

Acting Members present: Marcel Gagnon for Michel Guimond.

In attendance: Library of Parliament: James Robertson, Principal.

Witnesses: Office of the Ethics Commissioner: Bernard Shapiro, Ethics Commissioner; Robert F. Benson, Deputy Ethics Commissioner.

Pursuant to the Order of Reference of Thursday, October 6, 2005, the Committee resumed consideration of the question of privilege relating to an inquiry conducted by the Ethics Commissioner.

Bernard Shapiro made a statement and answered questions.

At 12:11 p.m., the sitting was suspended.

At 12:12 p.m., the sitting resumed in camera.

At 12:44 p.m., the sitting was suspended.

At 12:45 p.m., the sitting resumed sitting in public.

Pursuant to Standing Order 108(1) and (3), the Committee commenced consideration of matters relating to the provision of services to Members.

Karen Redman moved, — That the Standing Committee on Procedure and House Affairs requests that the House of Commons direct its Board of Internal Economy to restrict the use of ten percenters in the following manner:

(a) That ten percenters be limited to a Member’s own riding.

(b) That ten percenter “regroupings” be abolished.

(c) That no partisan logos be permitted on ten percenters and householders.

Debate arose thereon.

By unanimous consent, Jay Hill moved, — That the next meeting of the Committee be on Tuesday, November 15, 2005.

After debate, the question was put on the motion and it was agreed to.

At 12:58 p.m., the Committee adjourned to the call of the Chair.
