The Standing Committee on Government Operations and Estimates met at 3:31 p.m. this day, in Room 237-C Centre Block, the Chair, Leon Benoit, presiding.

 

Members of the Committee present: Leon Benoit, Ken Boshcoff, Marcel Gagnon, Diane Marleau, Pat Martin, Joe Preston, Francis Scarpaleggia, Paul Szabo and Louise Thibault.

 

Acting Members present: David J. McGuinty for Marc Godbout, Pierre Poilievre for Randy White and Merv Tweed for Guy Lauzon.

 

In attendance: Library of Parliament: Philippe Le Goff, Analyst; Tara Gray, Analyst.

 
Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (B) 2004-2005 : Vote 1b under Parliament; Votes 1b, 5b and 20b under Privy Council; Votes 1b and 5b under Public Works and Government Services; Votes 1b, 15b, 26b, 32b and 34b under Treasury Board referred to the Committee on Friday, February 25, 2005.
 

By unanimous consent, on motion of Paul Szabo, it was agreed, — That the Chair report Vote 1b under PARLIAMENT; Votes 1b, 5b and 20b under PRIVY COUNCIL; Votes 1b and 5b under PUBLIC WORKS AND GOVERNMENT SERVICES; Votes 1b, 15b, 26b, 32b and 34b under TREASURY BOARD, to the House without amendment.

 

It was agreed, — That the Committee present a report to the House expressing its dismay and frustration at the lack of time allowed for the study of the Supplementary Estimates (B). Therefore this Committee recommends that the supplementary estimates be referred to the Committee at least 21 sitting days before the required reporting date.

 

At 4:03 p.m., the sitting was suspended.

At 4:07 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the following witnesses: The University Teachers Association and the Professional Institute of the Public Service be invited to submit a brief in relation to Bill C-11, An Act to establish a procedure for the disclosure of wrongdoings in the public sector, including the protection of persons who disclose the wrongdoings.

 

It was agreed, — That the representatives from the following organization: Health Canada, the Royal Canadian Mounted Police, the Government Accountability Project, Washington, D.C. and the U.S. Office of Special Counsel be invited to appear in relation to Bill C-11, An Act to establish a procedure for the disclosure of wrongdoings in the public sector, including the protection of persons who disclose the wrongdoings.

 

It was agreed, — That, pursuant to Standing Order 111(4), the Committee invite Mr. Wayne Wouters, Secretary to the Treasury Board, on Tuesday, March 22, 2005.

 

At 4:46 p.m., the Committee adjourned to the call of the Chair.
