The Standing Committee on National Defence and Veterans Affairs met in a televised session at 3:30 p.m. this day, in Room 253-D Centre Block, the Chair, Pat O'Brien, presiding.

 

Members of the Committee present: Claude Bachand, Hon. Bill Blaikie, Rick Casson, Dave MacKenzie, Keith Martin, Pat O'Brien, Gordon O'Connor, Gilles-A. Perron and Anthony Rota.

 

Acting Members present: Larry Bagnell for Lawrence O'Brien and Scott Simms for Hon. Judi Longfield.

 

In attendance: Library of Parliament: Wolf Koerner, Analyst; Michel Rossignol, Analyst.

 

Witnesses: Department of National Defence: Gen Raymond R. Henault, Chief of the Defence Staff; VAdm Bruce MacLean, Chief of Maritime Staff.

 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

 
1. It was agreed — That the Committee would immediately undertake a study on the acquisition of submarines by the Canadian Forces.
 
2. It was agreed — That the Clerk be instructed to make inquiries into the possibility of an on-site briefing in Halifax by the Canadian Forces.
 
3. It was agreed — That the Clerk be instructed, in consultation with the Chair, to prepare a draft budget for the Committee's proposed study on the acquisition of submarines by the Canadian Forces.
 
4. It was agreed — That the Minister of National Defence be invited to appear before the Committee on Wednesday, November 3, 2004 at 3:30 p.m.
 
5. It was agreed — That the Minister of Veterans Affairs be invited to appear before the Committee.
 
6. It was agreed — That the Clerk be instructed to arrange a tour and briefing session at National Defence Headquarters on Tuesday, October 26, 2004 at 9:00 a.m.
 
7. It was agreed — That General Raymond Henault, Chief of the Defence Staff and Vice-Admiral R.D. Buck, Vice-Chief of the Defence Staff, be invited to appear before the Committee on Wednesday, October 20, at 3:30 p.m.
 

Claude Bachand moved, — That the First Report of the Subcommittee on Agenda and Procedure on be allowed to stand.

 

After debate, the question was put on the motion and it was agreed to.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on October 14, 2004 , the Committee commenced its study of the acquisition of submarines by the Canadian Forces.
 

It was agreed, — That the Committee hear the witnesses present.

 

The witnesses made statements and answered questions.

 

It was agreed, — That the following witnesses: Mr. Alan Williams and Capt.(N) M.F. Williamson be invited to appear on Monday, October 25, at 3:30 p.m..

 

It was agreed, — That the Minister of National Defence be invited to appear before the Committee on Wednesday, November 3, 2004 at 3:30 p.m..

 

It was agreed, — That the Minister of Veterans Affairs be invited to appear before the Committee on Wednesday, November 24, 2004 at 3:30 p.m..

 

It was agreed, — That the Clerk be instructed to arrange a tour and briefing session at National Defence Headquarters on Tuesday, October 26, 2004 at 9:00 a.m. .

 

At 5:45 p.m., the Committee adjourned to the call of the Chair.
