The Standing Committee on Foreign Affairs and International Trade met at 9:11 a.m. this day, in Room 269 West Block, the Chair, Bernard Patry, presiding.

 

Members of the Committee present: Maurizio Bevilacqua, Stockwell Day, Francine Lalonde, Alexa McDonough, Dan McTeague, Ted Menzies, Bernard Patry, Beth Phinney, Kevin Sorenson and Belinda Stronach.

 

Acting Members present: Johanne Deschamps for Pierre A. Paquette, Mark Eyking for Lawrence MacAulay and Lloyd St. Amand for Lawrence MacAulay.

Pursuant to the Order of Reference of Tuesday, December 7, 2004, the Committee resumed consideration of Bill C-25, An Act governing the operation of remote sensing space systems.
 

The Committee resumed its clause-by-clause study of the Bill.

 
Francine Lalonde moved, — That Bill C-25 be amended by adding after line 37 on page 3 the following new clause:

4.1 (1) A committee composed of the Minister of the Environment, the Minister of Natural Resources, the Minister of Agriculture and Agri-Food, the Minister of Fisheries and Oceans, the Minister of National Defence, the Minister of Foreign Affairs, and the President of the Canadian Space Agency, to which one or more provincial ministers are invited, shall meet once a year to review the provisions and the operation of this Act.

(2) The committee may advise the Minister on the operation of this Act.

(3) The Minister shall take into consideration the advice of the committee.”

 

Johanne Deschamps moved, — That the amendment be amended by replacing the words “, to which one or more provincial ministers are invited, ” with the following: “and a Minister of each province and territory ”

Alexa McDonough moved, — That the amendment be amended by replacing the words “and the President of the Canadian Space Agency” with the following: “the Minister responsible for the Canadian Space Agency and the Minister of Public Safety and Emergency Preparedness”

Alexa McDonough moved, — That Bill C-25, in Clause 8, be amended by replacing line 16 on page 6 with the following:

“Minister considers appropriate and having regard to national security, the defence of Canada, the safety of Canadian Forces, Canada's conduct of international relations and Canada's international obligations. The conditions”

Debate arose thereon.

 

The question was put on the amendment of Alexa McDonough and it was negatived, by a show of hands: YEAS: 3; NAYS: 4.

 
Francine Lalonde moved, — That Bill C-25, in Clause 8, be amended by replacing, in the French version, lines 19 to 23 on page 6 with the following:

b) soit qu'elle soit faite qu'au titre d'un accord —”

15. (1) The Minister or the Minister for International Cooperation may make an order requiring a licensee to provide to Her Majesty in right of Canada any service through the licensed system that the Minister or the Minister for International Cooperation believes on reasonable”

Alexa McDonough moved, — That Bill C-25, in Clause 15, be amended by adding after line 29 on page 11 the following:

“(2.1) The Minister of the Environment may make an order requiring a licensee to provide to Her Majesty in right of Canada any service through the licensed system that that Minister believes on reasonable grounds is desirable for the protection of the environment.”

On Clause 15.1,

Francine Lalonde moved, — That Bill C-25 be amended by adding before line 26 on page 12 the following new clause:

15.1 (1) No person shall transfer a remote sensing space system or any part thereof to a person who is not a resident Canadian as defined in the Canada Business Corporations Act.

(2) Her Majesty in right of Canada is the owner of every remote sensing space system or part thereof that is transferred in contravention of subsection (1).”

At 10:45 a.m. the Committee proceeded to the consideration of matters related to Committee business.
 

By unanimous consent, it was agreed, — That pursuant to Standing Order 108(2), the Committee invite Mr. Mikhail Gorbachev to appear on April 11, 2005, in the context of its study of disarmament issues.

 

By unanimous consent, it was agreed, — That, pursuant to the motion of October 20, 2004, concerning a review of international policy, in particular United Nations Reform and Humanitarian Crises, the Committee invite Jeffrey Sachs, Director, United Nations Millenium Project to appear on April 6, 2005, and that the members of the Committee's two Subcommittees be also invited to attend.

 
Pursuant to Standing Orders 110 and 111, the Committee commenced consideration of the certificate of nomination of Paul Gobeil to the position of Chairperson of the Board of Director of Export Development Canada which was referred to the Committee on January 19, 2005.
 

It was agreed, — That the Committee consider this Order of Reference at its next meeting.

 
Pursuant to Standing Orders 110 and 111, the Committee commenced consideration of the certificate of nomination of John McBride to the position of President of the Canadian Commercial Corporation which was referred to the Committee on February 2, 2005.
 

It was agreed, — That the Committee approve the nomination of John McBride as President of the Canadian Commercial Corporation.

 

Ted Menzies moved, — That, pursuant to Standing Order 108(2), the Committee undertake a comprehensive review of Chapters 11 and 19 of the North American Free Trade Agreement (NAFTA).
