The Standing Committee on Access to Information, Privacy and Ethics met in a televised session at 9:07 a.m. this day, in Room 237-C Centre Block, the Chair, David Chatters, presiding.

 

Members of the Committee present: Marc Boulianne, Ed Broadbent, David Chatters, Ken Epp, Russ Hiebert, Marlene Jennings, Mario Laframboise, Derek Lee, Russ Powers and David Tilson.

 

Acting Members present: Francis Scarpaleggia for Navdeep Bains.

 

Associate Members present: Pat Martin.

 

In attendance: Library of Parliament: Kristen Douglas, Analyst. House of Commons: Jean-Philippe Brochu, Committee Clerk.

 

Witnesses: Office of the Information Commissioner of Canada: John M. Reid, Information Commissioner; J. Alan Leadbeater, Deputy Information Commissioner .

 
Pursuant to Standing Order 108(3)(h), the Committee resumed its study on the reform of the Access to Information Act.
 

John Reid made a statement and, with the other witness, answered questions.

 

By unanimous consent, Ed Broadbent moved, — That the Chair of the Committee present a report to the House containing the following motion:

Given that the Minister of Justice presented a discussion paper outlining a framework of reform for the Access to Information Act, instead of fulfilling a commitment to introduce new legislation in this Parliamentary session based on Bill C-201, (An Act to amend the Access to Information Act and to make amendments to other Acts) the Committee recommends to the House that notwithstanding the Standing Orders or usual practices of the House, Bill C-201 (An Act to amend the Access to Information Act and to make amendments to other Acts) be deemed to have been read a second time and referred to this Committee.

Debate arose thereon.

 

At 10:33 a.m., the Committee adjourned to the call of the Chair.
