The Standing Committee on Public Accounts met at 10:42 a.m. this day, in Room 306 West Block, the Chair, John Williams, presiding.

 

Members of the Committee present: Odina Desrochers, Marlene Jennings, Hon. Joe Jordan, Dominic LeBlanc, Hon. Shawn Murphy, Beth Phinney, Alan Tonks, Judy Wasylycia-Leis and John Williams.

 

Acting Members present: Diane Ablonczy for Philip Mayfield, Christian Jobin for Hon. Steve Mahoney, Dennis Mills for Hon. Maurizio Bevilacqua and Hon. Robert Thibault for Hon. Walt Lastewka.

 

In attendance: Library of Parliament: Brian O'Neal, Analyst; Jean Dupuis, Analyst. House of Commons: Rob Walsh, Law Clerk and Parliamentary Counsel.

 

Other Participants present: KPMG: Mark Brenning, Forensic Auditor; Greg McEvoy, Forensic Auditor.

 
Pursuant to Standing Order 108(3)(g), the Committee resumed consideration of Chapter 3, the Sponsorship Program, Chapter 4, Advertising Activities and Chapter 5, Management of Public Opinion Research of the November 2003 Report of the Auditor General of Canada referred to the Committee on February 10, 2004.
 

At 10:43 a.m., the sitting was suspended.

At 10:44 a.m., the sitting resumed.

 

By unanimous consent, Odina Desrochers moved, — That the Public Accounts Committee obtain the following documents:

  • all documents containing references to the use of the Privy Council Office’s national unity fund (for example, but not exclusively, the annual financial statement for this fund since its creation, the financial initiatives undertaken by the fund each year, and the amounts allocated to each such initiative);
  • all documents involved in the management review carried out by Treasury Board in 2002 that deal with evaluation of advertising and public opinion activities;
  • extracts from the Question Period binders of ministers Paul Martin, Jean Chrétien, Lucienne Robillard, Marcel Massé, David Dingwall, Diane Marleau, Alfonso Gagliano, Don Boudria and Denis Coderre involving advertising contracts and sponsorships;
  • all internal PWGSC documents used as the basis for the Directed Audit of the Management of Sponsorship at PWGSC carried out in 2000.
 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 3; NAYS: 8.

 

It was agreed, — That the Committee proceed to sit in camera.

 

At 11:04 a.m., the sitting was suspended.

 

At 11:10 a.m., the Committee proceeded to sit in camera.

 
It was agreed, — That the Committee would review witnesses in the following order:
  1. Heads of Crown Corporation directly involved
  2. Advertising Agencies
  3. Administrations
  4. Whistleblowers
  5. Ministers directly involved
  6. Industry professionals
  7. Other selected Ministers
  8. Grant recipients
 

At 1:02 p.m., the Committee adjourned to the call of the Chair.
