The Subcommittee on Committee Budgets of the Liaison Committee met in camera at 1:05 p.m. this day, in Room 112-N Centre Block, Walt Lastewka, presiding.

 

Members of the Subcommittee present: Mauril Bélanger, Bonnie Brown, Joe Fontana, Walt Lastewka, Judi Longfield, Tom Wappel and John Williams.

 

Other Members present: Hedy Fry, Clifford Lincoln and David Pratt.

 

In attendance: Standing Committee on Canadian Heritage: Rémi Bourgault, Clerk. Subcommittee on Solicitation Laws of the Standing Committee on Justice and Human Rights: Jean-Philippe Brochu, Clerk. Standing Committee on National Defence and Veterans Affairs: Angela Crandall, Clerk. Standing Committee on Citizenship and Immigration: William Farrell, Clerk. House of Commons: Nicholas Pappas, Senior Financial Officer.

 
Pursuant to S.O. 107(1), the Subcommittee proceeded to the consideration of budget submissions.
 
The Clerk summarized the financial situation for the 2003-2004 fiscal year.
 

It was agreed, — That the Standing Committee on Canadian Heritage be granted an interim operational budget of $30,000 for its statutory review of the Copyright Act.

 

It was agreed, — That the Standing Committee on Canadian Heritage be granted a supplementary operational budget of $26,762 for additional printing costs of its report on the state of the Canadian broadcasting system.

 

It was agreed, — That the Standing Committee on Justice and Human Rights be granted an operational budget of $13,000 for its study of Bill C-46, An Act to amend the Criminal Code (capital markets fraud and evidence-gathering).

 

It was agreed, — That the Subcommittee on Solicitation Laws of the Standing Committee on Justice and Human Rights be granted in principle (pending additional funding being provided for committee activities) an operational budget of $25,000 for its study .

 

It was agreed, — That the Subcommittee on Solicitation Laws of the Standing Committee on Justice and Human Rights be granted a travel budget of $5,557 to travel to Victoria, BC, from October 23 to 27, 2003, to enable its researcher to participate in the Workshop on the working conditions and health and safety of sex workers.

 

It was agreed, — That the Standing Committee on Citizenship and Immigration be granted in principle (pending additional funding being provided for committee activities) a travel budget of $146,729 to travel to Buenos Aires (Argentina), Santiago (Chile), San José (Costa Rica), Tegucigalpa (Honduras), Guatemala City (Guatemala), in November and December 2003, for its study on the National Identity Card and review of the implementation of Immigration and Refugee Protection Act (IRPA).

 

It was agreed, — That the Standing Committee on National Defence and Veterans Affairs be granted in principle (pending additional funding for committee activities) a travel budget of $70,960 to travel to Washington, DC, Carlisle, PA, Norfolk, Virginia and New York, NY, from November 16 to 21, 2003, to discuss Canada-U.S. defence cooperation.

 

It was agreed, — That the Standing Committee on Transport be granted an interim operational budget of $52,000 for its study of Bill C-26, the Canada Transportation Act.

 

It was agreed, — That the Chair be authorized to apprise the Board of Internal Economy of the financial situation concerning the envelope for committee activities and request additional funds as appropriate.

 

At 1:58 p.m., the Subcommittee adjourned to the call of the Chair.
