MINUTES OF PROCEEDINGS

Meeting No. 4

Tuesday, June 3, 2003

The Subcommittee on Committee Budgets of the Liaison Committee met in camera at 1:12 p.m. this day, in Room 237-C, Centre Block, the Chair, Walt Lastewka, presiding.

Members of the Subcommittee present: Reg Alcock, Joe Fontana, Walt Lastewka, Judi Longfield, L'hon. Andy Scott, Tom Wappel, John Williams.

Other Members present:  Carolyn Bennett, Raymond Bonin, Charles Caccia, Mac Harb, Clifford Lincoln, Paul Steckle.

In attendance: From the Committees Directorate:  Rémi Bourgault, Clerk of the Subcommittee on the Status of Persons with Disabilities of the Standing Committee on Human Resources Development and the Status of Persons with Disabilities; Richard Dupuis, Clerk of the Standing Committee on Finance; Christine Fisher, Clerk of the Standing Committee on Canadian Heritage; Elizabeth Kingston, Clerk of the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources; Patrice Martin, Clerk of the Standing Committee on Justice and Human Rights; Eugene Morawski, Clerk of the Standing Committee on Environment and Sustainable Development and Clerk of the Subcommittee on International Trade, Trade Disputes and Investment of the Standing Committee on Foreign Affairs and International Trade; Bibiane Ouellette, Clerk of the Standing Committee on Agriculture and Agri-Food; From the Financial and Human Resources Services Directorate: Nicholas Pappas, Senior Financial Officer.

The Subcommittee proceeded to the examination of the general budget envelope for committees.  The Clerk gave a presentation of the financial status of 2003-2004 fiscal year.

It was agreed, - That the travel budget granted on May 8, 2003 to the Standing Committee on Transport be withdrawn and the sum put back in the general budget envelope.

It was agreed, - That the Subcommittee on the Status of Persons with Disabilities of the Standing Committee on Human Resources Development and the Status of Persons with Disabilities be granted an operational budget of $29,300 for its study on the Canada Pension Plan Disability.

It was agreed, - That the Standing Committee on Justice and Human Rights be granted an operational budget of $14,400 for its study of Bill C-23, An Act respecting the registration of information relating to sex offenders, to amend the Criminal Code and to make consequential amendments to other Acts.

It was agreed, - That the Standing Committee on Agriculture and Agri-Food be granted an operational budget of $18,600 for its study on approval of genetically modified wheat and its effect on Canadian agriculture.

It was agreed, - That the Standing Committee on Finance be granted an operational budget of $20,000 for its study of Bill C-28, Budget Implementation Act 2003.

It was agreed, - That the Standing Committee on Canadian Heritage be granted a supplementary operational budget of $39,600 for its study on the State of the Canadian Broadcasting System.

It was agreed, - That the Standing Committee on Environment be granted a travel budget of $4,150 to travel to Bonn, Brussels, Paris, Berlin and Geneva, from June 14 to 28, 2003, in relation to a Forum for Chemical Weapons Destruction.

It was agreed, - That the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources be granted an operational budget of $63,250 for its study of Bill C-19, First Nations Fiscal and Statistical Management Act.

At 2:12 p.m., the Committee adjourned to the call of the Chair.
