MINUTES OF PROCEEDINGS

Meeting No. 2

Thursday, March 20, 2003

The Subcommittee on Committee Budgets of the Liaison Committee met in camera at 1:05 p.m. this day, in Room 112-N, Centre Block, the Chair, Walt Lastewka, presiding.

Members of the Subcommittee present: Mauril Bélanger, Bonnie Brown, Joe Fontana, Walt Lastewka, Judi Longfield, The Hon. Andy Scott, Tom Wappel, John Williams.

Other Members present: Paul Bonwick, Gurmant Grewal, Bernard Patry, Paul Steckle, Bob Wood.

In attendance: From the Committees Directorate:  José Cadorette, Clerk of the Standing Committee on Health; Diane Deschamps, Clerk of the Standing Committee on National Defence and Veterans Affairs and Clerk of the Subcommittee on Veterans Affairs of the Standing Committee on National Defence and Veterans Affairs; Bill Farrell, Clerk of the Standing Committee on Citizenship and Immigration; Joann Garbig, Clerk of the Standing Joint Committee on Scrutiny of Regulations; Christine Fisher, Clerk of the Standing Committee on Canadian Heritage; Stephen Knowles, Clerk of the Standing Committee on Foreign Affairs and International Trade; Patrice Martin, Clerk of the Standing Committee on Justice and Human Rights; Bibiane Ouellette, Clerk of the Standing Committee on Agriculture and Agri-Food; From the Financial and Human Resources Services Directorate: Nicholas Pappas, Senior Financial Officer.

The Subcommittee proceeded to the examination of the general budget envelope for committees.  The Clerk gave a presentation on the financial status of 2002-2003 and 2003-2004 fiscal years.

It was agreed, - That the Standing Committee on Justice and Human Rights be granted an operational budget of $50,000 for its study on Marriage and Legal Recognition of Same-Sex Unions.

It was agreed, - That the Standing Committee on Citizenship and Immigration be granted an operational budget of $11,100 for its study on Bill C‑18, An Act respecting Canadian citizenship.

It was agreed, - That the Standing Committee on Citizenship and Immigration be granted an operational budget of $5,100 for its study on Settlement and Integration Programs.

It was agreed, - That the Standing Committee on Citizenship and Immigration be granted an operational budget of $6,300 for its study on Provincial/Territorial Nominee Programs.

It was agreed, - That the Standing Committee on Citizenship and Immigration be granted an operational budget of $50,700 for its study on National Identity Card.

It was agreed, - That the Standing Committee on Agriculture and Agri-Food be granted an operational budget of $34,300 for its study on the Impact of chronic wasting disease on domestic elk and deer herds in Western Canada.

It was agreed, - That the Subcommittee on Children and Youth at Risk of the Standing Committee on Human Resources Development and the Status of Persons with Disabilities be granted and operational budget of $29,300 for its study on Aboriginal Children living off reserve.

It was agreed, - That the Standing Joint Committee on Scrutiny of Regulations be granted an operational budget of $17,605, representing 70% of the expenses for its study on Statutory Order of Reference.

It was agreed, - That the Standing Committee on Health be granted an operational budget of $73,400, for expenses in relation to its study of Prescription Drugs.

It was agreed, - That the Subcommittee on Veterans Affairs of the Standing Committee on National Defence and Veterans Affairs be granted an operational budget of $11,405, for a fact finding mission on Long-Term Care for Veterans.

It was agreed, - That the Standing Committee on Health be granted a travel budget of $115,195 to travel to Victoria, Edmonton and Winnipeg, from September 29 to October 2, 2003, for its study on Prescription Drugs.

It was agreed, - That the Standing Committee on Health be granted a travel budget of $99,263 to travel to Halifax, Quebec and Toronto, from October 27 to 30, 2003, for its study on Prescription Drugs.

It was agreed, - That the Standing Committee on Canadian Heritage be granted an operational budget of $119,465, for its study of the Canadian Broadcasting System.

It was agreed, - That the Standing Committee on Foreign Affairs and International Trade be granted an operational budget of $48,000, for its study on the Muslim World.

It was agreed, - That the Standing Committee on Foreign Affairs and International Trade be granted an operational budget of $19,400, for its study on the Dialogue on the Foreign Policy.

It was agreed, - That the Subcommittee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade be granted an operational budget of $25,200, for its study on Human Rights’ situation in Sudan.

It was agreed, - That budget requests be submitted 48 hours prior to the meeting of the Liaison Committee or of the Subcommittee on Committee Budgets of the Liaison Committee.

At 2:22 p.m., the Committee adjourned to the call of the Chair.
