MINUTES OF PROCEEDINGS

Meeting No. 1

Tuesday, February 25, 2003

The Subcommittee on Committee Budgets of the Liaison Committee met in camera at 1:08 p.m. this day, in Room 112-N, Centre Block.

Members of the Subcommittee present: Reg Alcock, Bonnie Brown, Joe Fontana, Walt Lastewka, Judi Longfield, Tom Wappel, John Williams.

Other Members present: Roger Gallaway; Gary Lunn; Bernard Patry; David Pratt; Benoît Sauvageau; Bob Wood.

In attendance: From the Committees Directorate:  Diane Deschamps, Clerk of the Standing Committee on National Defence and Veterans Affairs and Clerk of the Subcommittee on Veterans Affairs of the Standing Committee on National Defence and Veterans Affairs; Georges Etoka, Clerk of the Subcommittee on Marine Transportation of the Standing Committee on Transport; Jeremy LeBlanc, Clerk of the Standing Committee on Fisheries and Oceans; Stephen Knowles, Clerk of the Standing Committee on Foreign Affairs and International Trade; Eugene Morawski, Clerk of the Standing Committee on Environment and Sustainable Development; Bill Farrell, Clerk of the Standing Committee on Citizenship and Immigration; From the Financial and Human Resources Services Directorate: Nicholas Pappas, Senior Financial Officer.

Walt Lastewka was elected Chair of the Subcommittee and took the chair.

The Subcommittee proceeded to the examination of the general budget envelope for committees.  The Clerk gave a presentation on the financial status of 2002-2003 and 2003-2004 fiscal years.

It was agreed, - That the Subcommittee confirms that the Subcommittee on Marine Transportation of the Standing Committee on Transport be granted an operational budget of $9,000 for service contract with special expertise on the Seaway management and stakeholders concerns (fiscal year 2002-2003).

It was agreed, - That the Subcommittee confirms that the Subcommittee on Veterans Affairs of the Standing Committee on National Defence and Veterans Affairs be granted a travel budget of $19,613 to travel to St-John’s, NF, on March 31, 2003, for a Fact finding mission on long-term care for veterans (fiscal year 2002-2003).

It was agreed, - That the Subcommittee confirms that the Subcommittee on Marine Transportation of the Standing Committee on Transport be granted a travel budget of $83,800 to travel to Washington, D.C. and Tampa, USA, from March 18 to 23, 2003, for its study of the Great Lakes and St.-Lawrence Seaway System (fiscal year 2002-2003).

It was agreed, - That the Standing Committee on Environment and Sustainable Development be granted in principle a travel budget of $29,278 to travel to London, England, from March 24 to 27, 2003, to meet jointly with the Commissioner of the Environment and Sustainable Development and the Environment Committee of the House of Commons of England on issues of the Environment and Sustainable Development (fiscal year 2002-2003).

It was agreed, - That the Subcommittee confirms that the Subcommittee on Veterans Affairs of the Standing Committee on National Defence and Veterans Affairs be granted a travel budget of $47,234 to travel to Halifax (N.S.), Charlottetown (PEI), St-John (NB), from April 1st to 4, 2003, for a Fact finding mission on long-term care for veterans (fiscal year 2003-2004).

It was agreed, - That the Standing Committee on National Defence and Veterans Affairs be granted a travel budget of $217,941 to travel to Washington (D.C), Norfolk (Virginia), Colorado Springs (Colorado), San Diego (California), from May 6 to 16, 2003, to discuss Canada-U.S. defence cooperation with U.S. parliamentarians, government officials, military officers and academics (fiscal year 2003-2004).

It was agreed, - That the Subcommittee on Marine Transportation of the Standing Committee on Transport be granted a travel budget of $46,200 to travel to Chicago (USA), in April 2003, to study the Great Lakes and the St.-Lawrence Seaway System (fiscal year 2003-2004).

It was agreed, - That the Subcommittee on Marine Transportation of the Standing Committee on Transport be granted a travel budget of $23,300 to travel to Sarnia (Ontario), in April 2003, to study the Great Lakes and the St.-Lawrence Seaway System (fiscal year 2003-2004).

It was agreed, - That the Standing Committee on Fisheries and Oceans be granted a travel budget of $106,471 to travel to St. John’s, Halifax, Moncton, Gaspé, from May 4 to 8, 2003, for Public hearings on its study on the Atlantic Fishery (fiscal year 2003-2004).

It was agreed, - That the Standing Committee on Foreign Affairs and International Trade be granted a travel budget of $131,184 to travel to New York, London, Brussels, Paris, from May 8 to May 15, 2003, to study relations with Moslem world (fiscal year 2003-2004).

At 1:50 p.m., the Subcommittee adjourned to the call of the Chair.
