Meeting No. 10
Thursday, February 13, 2003
The Standing Committee on National Defence and Veterans Affairs met at 9:10 a.m. this day, in Room 362, East Block, the Chair, David Pratt, presiding.
Members of the Committee present: Claude Bachand, Leon Benoit, Cheryl Gallant, Ivan Grose, Joe McGuire, Anita Neville, Lawrence O'Brien, David Pratt, Elsie Wayne.
Acting Member present: Deborah Grey for Rob Anders.
Other Member present: Bob Wood.
In attendance: From the Parliamentary Research Branch of the Library of Parliament: Wolf Koerner and Michel Rossignol, Research Officers.
Witnesses: From the Department of National Defence: Dr. Kenneth J. Calder, Assistant Deputy Minister (Policy); Colonel Rick Williams, Director of Western Hemisphere Policy.
Pursuant to Standing Order 108(2), the Committee resumed consideration of its study on Canada-United States Defence Cooperation.
Dr. Calder made an opening statement and, with the other witness, answered questions.
The Committee considered an operational budget request and a travel budget request for the Subcommittee on Veterans Affairs. The Chair of the Subcommittee, Bob Wood, made a presentation.
On motion of Elsie Wayne, seconded by Joe McGuire, it was agreed, ― That, in relation to its study on Long–Term
Care for Veterans, the Subcommittee on Veterans Affairs of the Standing
Committee on National Defence and Veterans Affairs be authorized to retain the
professional services of Mr. Barry Hamilton, as a consultant for the Subcommittee,
for the period of April 1st, 2003, to June 30, 2003, at a cost of $535.
per day, for 20 days, for a total amount of $10,700.
On motion of Anita Neville,
seconded by Elsie Wayne, it was agreed, ― That, in relation to its study on Long-Term Care for
Veterans, the proposed operational
budget in the amount of $26,305. be adopted.
On motion of Joe McGuire,
seconded by Elsie Wayne, it was agreed, ― That, in relation to its study on Long–Term Care
for Veterans, the Subcommittee on Veterans Affairs of the Standing Committee on
National Defence and Veterans Affairs be authorized to travel to Eastern Canada
from March 31 to April 4, 2003, with the necessary staff, and that the proposed
budget in the amount of $66,848.50 be adopted for the Sub-Committee’s travel.
The Committee considered an
operational budget and a travel budget relating to its study on Canada-United
States Defence Cooperation.
On motion of Lawrence O’Brien,
seconded by Elsie Wayne, it was agreed, ― That, in relation to its study on Canada-United
States Defence Cooperation, the Standing Committee on National Defence and
Veterans Affairs be authorized to retain the professional services of Mr. Barry
Hamilton, as a consultant for the Committee, for the period of April 1st,
2003, to October 31st , 2003, at a cost of $535. per day, for 75
days, for a total amount of $40,125.
On motion of Anita Neville,
seconded by Elsie Wayne, it was agreed, ― That, in relation to its study on Canada-United
States Defence Cooperation, the
proposed operational budget in the amount of $66,235. be adopted by the
Committee.
On motion of Elsie Wayne,
seconded by Lawrence O’Brien, it was agreed, on division, ― That, in relation to its study on Canada-United
States Defence Cooperation, the Standing Committee on National Defence and
Veterans Affairs be authorized to travel to Washington, D.C., Norfolk,
Virginia, Colorado Springs, Colorado, and San Diego, California, from May 6 to
May 16, 2003, with the necessary staff, and that the proposed budget in the
amount of $217,941.69 be adopted for the Committee’s travel.
At 11:10 a.m., the Committee adjourned to the call of the Chair.
