Meeting No. 4

Wednesday, October 30, 2002

The Standing Committee on Foreign Affairs and International Trade met at 3:41 p.m. this day, in Room 371, West Block, the Chair, Bernard Patry, presiding.

Members of the Committee present: Stéphane Bergeron, Aileen Carroll, Stockwell Day, The Hon. Art Eggleton, Mark Eyking, John Harvard, Marlene Jennings, Francine Lalonde, The Hon. Diane Marleau, Keith Martin, Bernard Patry, Svend Robinson.

Acting Members present: David Pratt for Irwin Cotler; Darrel Stinson for Deepak Obhrai; Benoît Serré for Pat O’Brien; Gerald Keddy for Bill Casey.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Gerald Schmitz and Jay Sinha, Research Officers.

Witnesses: From the Department of Natural Resources: Bruce W. Boyd, Acting Associate Director, International and Domestic Market Policy Division, Minerals and Metals Sector. From the Department of Indian Affairs and Northern Development: David Cox, Legal Counsel. From the Department of Justice: Geneviève Giroux, Legal Counsel. From Partnership Africa Canada: Bernard Taylor, Executive Director; Ralph Hazelton, Research Associate; Susan Isaac, Project Officer.

The Order of Reference dated Monday, October 21, 2002, being now read as follows:

ORDERED, -- That Bill C-14, An Act providing for controls on the export, import or transit across Canada of rough diamonds and for a certification scheme for their export in order to meet Canada's obligations under the Kimberley Process be now read a second time and referred to the Standing Committee on Foreign Affairs and International Trade.

The Chair called Clause 1.

Bruce Boyd and Bernard Taylor made opening statements and with the other witnesses answered questions.

At 4:32 p.m., the sitting was suspended.

At 4:38 p.m., the sitting resumed.

At 5:24 p.m., the Committee adjourned to the call of the Chair.
