The Standing Committee on Citizenship and Immigration met in a televised session at 3:35 p.m. this day, in Room 253-D Centre Block, the Chair, Joe Fontana, presiding.

 

Members of the Committee present: Diane Ablonczy, Yvon Charbonneau, Madeleine Dalphond-Guiral, Joe Fontana, Inky Mark, Pat Martin, Grant McNally, John O'Reilly, Massimo Pacetti and Jerry Pickard.

 

In attendance: Library of Parliament: Benjamin Dolin, Analyst.

 

Witnesses: Department of Citizenship and Immigration: Michel Dorais, Deputy Minister; Diane Vincent, Associate Deputy Minister; Lyse Ricard, Assistant Deputy Minister, Operations; John McWhinnie, Assistant Deputy Minister, Centralized Service Delivery and Corporate Services; Daniel Jean, Assistant Deputy Minister, Policy and Program Development; Alain Théault, Acting Assistant Deputy Minister, Strategic Direction and Communications; Craig Goodes, Senior Director, Strategic Intelligence.

 
Pursuant to Standing Order 108(2), the Committee commenced consideration of the Supplementary Estimates (A) 2003-2004: Vote 1a (Citizenship and Immigration - Operating expenditures) under CITIZENSHIP AND IMMIGRATION.
 

Michel Dorais made a statement and with the other witnesses answered questions.

On motion of John O'Reilly, it was agreed, - That the Chair report to the House on the Order in Council appointment dated August 11, 2003, appointing Michel C. Simard to the position of Senior Citizenship Judge --Sessional Paper No. 8540-372-14-17 (Referred to the Standing Committee on Citizenship and Immigration on September 15, 2003 ) stating that the Committee found that the appointee has the qualifications and competence to perform the duties of the post to which he is appointed.

Questioning of the witnesses resumed.

 

At 5:08 p.m., the Committee adjourned to the call of the Chair.
