Meeting No. 41

Monday, August 11, 2003

The Standing Committee on Agriculture and Agri-Food met in a televised session at 10:05 a.m. this day, in Room 253-D, Centre Block, the Chair, Paul Steckle, presiding.

Members of the Committee present: Rick Borotsik, Garry Breitkreuz, Claude Duplain, Mark Eyking, Howard Hilstrom, John Maloney, Larry McCormick, Dick Proctor, Bob Speller, Paul Steckle and Rose-Marie Ur.

Acting Member present: Rick Casson for David L. Anderson.

Associate Members present: Inky Mark, Gerry Ritz and Monte Solberg.

In attendance: From the Library of Parliament: Lorie Srivastava, Researcher.

Witnesses: From the Department of Foreign Affairs and International Trade: Claudio Valle, Director, Technical Barriers and Regulations; Andrew Moroz, Director, Trade Controls Policy. From the Department of Agriculture and Agri-Food: Andrew Marsland, A/Assistant Deputy Minister, Market and Industry Services Branch; Gilles Lavoie, Senior Director General, Operations, Market and Industry Services Branch. From the Canadian Food Inspection Agency: Robert Carberry, Vice President, Programs. From Lakeside Packers: Garnett Altwasser, Chief Executive Officer. From Levinoff Meats Limited: Brian Read, General Manager. From Nilsson Brothers: Brian Nilsson, Co-Chief Executive Officer. From Carman Meats Inc.: Jim Holmes, President. From St. Helen's Meat Packers Ltd: Robert Bielak, President. From the Canadian Cattlemen's Association: Stan Eby, Vice-president.

Pursuant to Standing Order 108(2), the Committee held a Special Briefing on the BSE Disease Investigation.

Andrew Marsland and Robert Carberry made statements and, with Claudio Valle, Andrew Moroz and Gilles Lavoie, answered questions.

At 10:58 a.m., the sitting was suspended.

At 11:05 a.m., the sitting resumed.

Garnett Altwasser, Brian Read, Brian Nilsson, Jim Holmes, Robert Bielak and Stan Eby made statements and answered questions.

At 11:55 a.m., Howard Hilstrom took the Chair.

At 12:05 p.m., Paul Steckle took the Chair.

At 1:32 p.m., the sitting was suspended.

At 1:36 p.m., the sitting resumed.

Andrew Marsland, Robert Carberry, Claudio Valle, Andrew Moroz and Gilles Lavoie answered questions.

On motion of Rick Borotsik, it was agreed unanimously, -- That the Prime Minister be encouraged to lead an all-party delegation to the United States and Japan to meet with the appropriate officials with the desire to facilitate the opening of the United States border to pre-May 20th levels.

At 2:05 p.m., the Committee adjourned to the call of the Chair.
