Board of Internal Economy

The Speaker informed the House that, pursuant to the Act to amend the Parliament of Canada Act, Chapter 32, Statutes of Canada, 1997, Mr. White (Langley--Abbotsford) has been appointed a member of the Board of Internal Economy to replace Mr. Reynolds (West Vancouver--Sunshine Coast) .

Ways and Means

The Order was read for consideration of a Ways and Means motion to implement certain provisions of the budget tabled in Parliament on December 10, 2001 (Sessional Paper No. 8570-371-19), notice of which was laid upon the Table on Tuesday, January 29, 2002. (Ways and Means Proceedings No. 14)

Presenting Reports from Inter-parliamentary Delegations

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. MacKay (Pictou--Antigonish--Guysborough) , seconded by Mr. Hill (Prince George--Peace River) , Bill C-424, An Act to amend the Criminal Code (breach of a conditional sentence order), was read the first time and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. MacKay (Pictou--Antigonish--Guysborough) , seconded by Mr. Hill (Prince George--Peace River) , Bill C-425, An Act to amend the Criminal Code (keeping child pornography in a manner that is not reasonably secure from access by others), was read the first time and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Bailey (Souris--Moose Mountain) , seconded by Mr. Johnston (Wetaskiwin) , Bill C-426, An Act to amend the Criminal Code (destruction or desecration of national flag), was read the first time and ordered for a second reading at the next sitting of the House.

    Q-81 — Mr. St-Julien (Abitibi--Baie-James--Nunavik) — Can Natural Resources Canada provide a breakdown by province of each of the department's votes in the 2001-02 Main Estimates, for each of the following industrial sectors: (a) energy; (b) forests; (c) minerals; (d) metals; and (e) geomatics? — Sessional Paper No. 8555-371-81.

    Q-94 — Mr. Goldring (Edmonton Centre-East) — For the wholly owned subsidiary of the Canada Lands Company Ltd., located at 200 King Street West in Toronto, can the government provide a list of federal surplus properties disposed of by year and federal constituency since January 1, 1993, including the description of each property, the date each property was put on the market and the date of sale, the asking/proposed and the final selling price of each property, the name and address of each buyer and the process by which it was sold (e.g. sealed bids, noncompetitive, sole source, etc.)? — Sessional Paper No. 8555-371-94.

Government Orders

The Order was read for the consideration of the amendment made by the Senate to Bill C-7, An Act in respect of criminal justice for young persons and to amend and repeal other Acts.

Mr. Cauchon (Minister of Justice) , seconded by Mr. Byrne (Minister of State (Atlantic Canada Opportunities Agency)) , moved, — That the amendment made by the Senate to Bill C-7, An Act in respect of criminal justice for young persons and to amend and repeal other Acts, be now read a second time and concurred in.

Debate arose thereon.

Mr. Bellehumeur (Berthier--Montcalm) , seconded by Ms. Gagnon (Québec) , moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:

    "the amendment made by the Senate to Bill C-7, An Act in respect of criminal justice for young persons and to amend and repeal other Acts, be not now read a second time and concurred in, since it does not in any way take into consideration the distinct character of Quebec and the Quebec model for implementation of the Young Offenders Act.".

Debate arose thereon.

Private Members' Business

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the consideration at report stage of Bill S-14, An Act respecting Sir John A. Macdonald Day and Sir Wilfrid Laurier Day, as reported by the Standing Committee on Canadian Heritage without amendment.

Mr. Godfrey (Don Valley West) , seconded by Mr. Wilfert (Oak Ridges) , moved, — That Bill S-14, An Act respecting Sir John A. Macdonald Day and Sir Wilfrid Laurier Day, be concurred in at report stage.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was concurred in at report stage.

Pursuant to Standing Order 76.1(11), Mr. Godfrey (Don Valley West) , seconded by Mr. Wilfert (Oak Ridges) , moved, — That the Bill be now read a third time and do pass.

Debate arose thereon.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.

Adjournment Proceedings

At 6:30 p.m., pursuant to Standing Order 38(1), the question "That this House do now adjourn" was deemed to have been proposed.

After debate, the question was deemed to have been adopted.

Accordingly, at 6:42 p.m., the Speaker adjourned the House until tomorrow at 10:00 a.m., pursuant to Standing Order 24(1).
