Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Copps (Minister of Canadian Heritage), seconded by Mr. Boudria (Minister of State and Leader of the Government in the House of Commons), Bill C-48, An Act to amend the Copyright Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Reports from Committees

Mr. Scott (Fredericton), from the Standing Committee on Justice and Human Rights, presented the Tenth Report of the Committee (Bill C-30, An Act to establish a body that provides administrative services to the Federal Court of Appeal, the Federal Court, the Court Martial Appeal Court and the Tax Court of Canada, to amend the Federal Court Act, the Tax Court of Canada Act and the Judges Act, and to make related and consequential amendments to other Acts, with amendments). — Sessional Paper No. 8510-371-121.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 55 and 56) was tabled.


Mr. Easter (Malpeque), from the Standing Committee on Fisheries and Oceans, presented the Sixth Report of the Committee (problems facing Newfoundland shrimpers and related activities). — Sessional Paper No. 8510-371-122.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

Ms. Brown (Oakville), from the Standing Committee on Health, presented the Second Report of the Committee (Assisted Human Reproduction: Building Families). — Sessional Paper No. 8510-371-123.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Bigras (Rosemont--Petite-Patrie), seconded by Ms. Guay (Laurentides), Bill C-420, An Act to amend the Broadcasting Act (reduction of violence in television broadcasts), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Pankiw (Saskatoon--Humboldt), seconded by Mr. Borotsik (Brandon--Souris), Bill C-421, An Act to amend the Parliament of Canada Act and the Canada Elections Act (fixed election dates), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

By unanimous consent, it was ordered, — That the Standing Committee on Environment and Sustainable Development be authorized to travel to Washington, D.C., from January 27 to January 30, 2002, in relation to its study on climatic change and cross border pollution, and that the necessary staff do accompany the Committee.


By unanimous consent, it was ordered, — That, in relation to its study on the Canadian broadcasting system, the Standing Committee on Canadian Heritage be authorized to travel to Toronto and Montreal, from February 5 to 7, 2002, and to Winnipeg, Regina, Edmonton and Vancouver, from February 24 to March 1, 2002, and that the necessary staff do accompany the Committee.


By unanimous consent, it was ordered, — That, in relation to its studies on North American relations and security and the agenda for the June 2002 G8 Meeting, the Standing Committee on Foreign Affairs and International Trade be authorized to travel and hold hearings in two groups in Atlantic Canada and Quebec, from February 24 to March 1, 2002, and that the members of the Committee and the necessary staff be authorized to travel to Washington, D.C., and Mexico City for consultations from March 10 to March 15, 2002.

Presenting Petitions

Questions on Order Paper

Mr. Regan (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answer to question Q-83 on the Order Paper.

Government Orders

The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mr. Gray (Deputy Prime Minister), — That this House approves in general the budgetary policy of the Government; (Ways and Means Proceedings No. 10)

And of the amendment of Mr. Kenney (Calgary Southeast), seconded by Mr. Jaffer (Edmonton--Strathcona), — That the motion be amended by replacing all the words after the word “That” and substituting the following:

    “this House rejects the government's budget statement because it fails to provide adequately for the national and economic security of Canada by continuing to underfund Canada's military at the second lowest level of defence expenditure in NATO; by increasing overall spending at a rate nine times faster than the rate of growth in the economy; by failing to reallocate spending from low to high priority areas such as health care and agriculture; by failing to address the long-term slide in Canada's productivity and standard of living; by increasing payroll taxes in the midst of a recession; and by planning for no reduction in Canada's $547 billion debt.”;

And of the subamendment of Mr. Loubier (Saint-Hyacinthe--Bagot), seconded by Ms. Picard (Drummond), — That the amendment be amended by replacing all the words after the word “fails” with the following:

    “to reallocate spending from low to high priority areas such as health care and education via the Canada Health and Social Transfer, employment insurance reform, support for seniors, increased international aid, practical measures to assist the regions and aboriginal peoples, assistance to agriculture and adequate support for a faltering economy, and because it may be supposed that this statement hides a six billion dollar surplus for the current fiscal year which can be used to achieve these objectives.”.

The debate continued.
