MINUTES OF PROCEEDINGS

Meeting No. 32

Wednesday, November 7, 2001

The Standing Committee on Transport and Government Operations met at 3:39 p.m. this day, in Room 308 West Block, the Chair, Ovid Jackson presiding.

Members of the Committee present: Reg Alcock, Gerry Byrne, John Cannis, Bev Desjarlais, André Harvey, Ovid Jackson, Mario Laframboise, Val Meredith, James Moore, Paul Szabo.

Acting Members present: Joe McGuire for Alex Shepherd, Bob Speller for Joe Comuzzi, Yvon Charbonneau for Marcel Proulx, Joe Fontana for Alex Shepherd.

 

Other Members present: Joe Fontana

In Attendance: From the Research branch of the Library of Parliament: John Christopher, June Dewetering, Researchers; From the Legislative Branch of the Committees Directorate: Philippe Méla, Legislative Clerk.

Witnesses: Round Table 1- From the Aeroguard Ltd.: David Thompson, President and CEO; Tony Porter, Operations Manager for the Ottawa Region and Maritimes.  As Individual: Mel Crothers. From the Canadian Association of Chiefs of Police: Vince Bevan, Vice-President; Pat Flanagan. Round Table 2 -  As Individual: Stanley Hartt. Round Table 3 - From the Air Canada: Calin Rovinescu, Executive Vice President, Corporate Development and Strategy; Stephen Markey, Vice President, Government Relations and Regulatory Affairs. Round Table 4 - From the Transport Canada: Valérie Dufour, Director General, Air Policy; Jacques E. Pigeon, General Counsel, Legal Services.

In accordance with its mandate under Standing Order 108(2) the Committee resumed its study of the current state of airline safety and security in Canada.

 

David Thompson, Mel Crothers, Vince Bevan and Pat Flanagan made statements and, with Tony Porter, answered questions.

 

At 4:26 p.m.  James Moore took the Chair.

 

At 4:29 p.m. Ovid Jackson took the Chair.

 

Pursuant to its Order of Reference of Wednesday, October 31, 2001, the Committee resumed consideration of Bill C-38, An Act to amend the Air Canada Public Participation Act (See Minutes of Proceedings, Monday, November 5, 2001, Meeting No. 30)

 

Stanley Hartt made a statement and answered questions.

 

At 5:40 Yvon Charbonneau arrived.

 

Calin Rovinescu made a statement and, with Stephen Markey, answered questions.

 

At 6:55 p.m.  John Cannis took the Chair.

 

At 6:58 p.m. Ovid Jackson took the Chair.

 

At 7:05 p.m. Bob Speller arrived.

 

At 7:07 p.m. Joe McGuire arrived.

 

At 7:38 p.m. Joe Fontana arrived.

 

At 7:50 p.m. the sitting was suspended.

 

At 7:55 p.m. the sitting was resumed.

 

In accordance with the motion passed on November 6, 2001, the Committee proceeded to clause by clause consideration of Bill C-38, An Act to amend the Air Canada Public Participation Act.

 

The Chair called clause 1.

 

James Moore moved: That Bill C-38 in Clause 1, be amended by replacing lines 4 to 24 on page 1 with the following:

 

            “1. Section 6 of the Air Canada Public Participation Act is repealed.”

 

After debate thereon, the question being put the amendment, it was negatived on the following division: YEAS: 2; NAYS: 10

 

James Moore moved: That Bill C-38 in Clause 1, be amended by replacing lines 4 and 5 on page 1 with the following:

 

            “1. (1) Paragraphs 6(1)(a), (d) and (e) of the Air Canada Public Participation Act are repealed.”

 

 After debate thereon, the question being put the amendment, it was negatived on the following division: YEAS: 2; NAYS: 10

 

Clause 1 carried.

 

Clause 2 carried.

 

Clause 3 carried.

 

The Title carried.

 

The Bill carried.

 

ORDERED: - That the Chair report Bill C-38 without amendments to the House.

At 8:01 p.m., the Committee adjourned to the call of the Chair.
