MINUTES OF PROCEEDINGS

Meeting No. 7

Wednesday, June 6, 2001

The Sub-Committee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 3:40 p.m. this day, in Room 208, West Block, the Chair, Beth Phinney, presiding.

Members of the Sub-Committee present: Eugène Bellemare, Bill Casey, Irwin Cotler, Antoine Dubé, Deepak Obhrai, Beth Phinney, Svend Robinson.

In attendance: From the Library of Parliament: James Lee, Research Officer.

Witnesses: From the Canadian Labour Congress: Sheila Katz, National Representative for the Americas. From the Canadian Council for International Cooperation: Normand Comte, Development and Peace. From the Canadian Auto Workers: Ken Luckhardt, National Representative. From the Embassy Colombia: Ambassador, Fanny Kertzman.

Pursuant to Standing Order 108(2), the Committee resumed its study of human rights, development and other matters in Colombia.

 Sheila Katz and Normand Comte made statements and, with Ken Luckhardt, answered questions.

Svend Robinson moved,--That this Committee express its deep concern about the recent disappearance of Colombian indigenous leader Kimy Pernia Domico and others and urges the Colombian government to take all possible steps to seek the safe return of Mr. Pernia and to protect his life and that of others in the future.

And debate thereon, the question being put on the motion, it was carried unanimously.

At 4:29 p.m., the Committee suspended.

At 4:33 p.m., the Committee resumed.

Ambassador Fanny Kertzman was advised that due to votes in the House, her presentation would substantially be shortened and she was invited to return in the Fall.

At 4:36 p.m., the Committee suspended.

At 4:40 p.m., the Committee resumed in camera to consider its future business.

By unanimous consent, it was agreed, - That, immediately following its study of the human rights and development issues in Colombia this fall, the Sub-Committee on Human Rights and International Development undertake a study of the situation of human rights and development issues in Sudan.

At 4:51 p.m., the Committee adjourned to the call of the Chair.
