MINUTES OF PROCEEDINGS

Meeting No. 18

Wednesday, January 30, 2002

The Sub-Committee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 3:41 p.m. this day, in Room 308, West Block, the Chair, Beth Phinney, presiding.

Members of the Sub-Committee present: Bill Casey, Irwin Cotler, Antoine Dubé, Marlene Jennings, Beth Phinney.

Acting Member present: Reed Elley for Deepak Obhrai.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee, Research Officer.

Witnesses: From the University of Calgary: Stephen Randall, Dean of the Faculty of Social Sciences. From the Department of Foreign Affairs and International Trade: Michael Harvey, First Secretary (Political Affairs), The Canadian Embassy in Colombia; Ron Davidson, Director, South America Division; Louise Crosby, Desk Officer / Colombia, South America Division.

Pursuant to Standing Order 108(2), the Sub-committee continued its study of human rights, development and other matters in Colombia.

Dr. Stephen Randall made a statement and answered questions.

At 4:43 p.m., the sitting was suspended.

At 4:52 p.m. the Committee resumed.

At 4:52 p.m., by unanimous consent, the Committee proceeded to the consideration of its future business.

On motion of Marlene Jennings, it was agreed, --That the Sub-committee hold two (2) hearings on Human Rights in Zimbabwe, on Wednesday, February 6 and February 20, 2002.

At 5:11 p.m., the Sub-committee proceeded to sit in camera.

The witnesses answered questions.

At 5:48 p.m., the Committee adjourned to the call of the Chair.
