MINUTES OF PROCEEDINGS

Meeting No. 15

Wednesday, November 7, 2001

The Sub-Committee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 3:40 p.m. this day, in camera, in Room 208, West Block, the Chair, Beth Phinney, presiding.

Members of the Sub-Committee present: Colleen Beaumier, Bill Casey, Antoine Dubé, Beth Phinney.

Acting Member present: Lynne Yelich for Deepak Obhrai; Dick Proctor for Svend Robinson.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee, Research Officer.

Witness: From the Amnesty International (Canada): Alex Neve, Secretary General, English Section; John Jones, Coordinator, Colombia.

The Committee proceeded to the consideration of its future business.

 

It was agreed:-- That notwithstanding the decision of the Sub-Committee on Human Rights and International Development to travel to Colombia prior to the Christmas break, as contained in its First Report to the Standing Committee on Foreign Affairs and International Trade on October 16, 2001,that the Sub-committee amend the report to read “prior to the end of the month of March”, and that approval be sought of the same Standing Committee to change the date.

It was agreed, --That the Sub-Committee on Human Rights and International Development begin its study on the Sudan or other issues prior to the completion of its study on Colombia.

At 4:00 p.m., the Committee proceeded to sit in public.

Pursuant to Standing Order 108(2), the Sub-committee resumed its study of human rights, development and other matters in Colombia.

Alex Neve and John Jones each made an opening statement and answered questions.

At 5:26 p.m., the Committee adjourned to the call of the Chair.
