MINUTES OF PROCEEDINGS

Meeting No. 10

Wednesday, October 3, 2001

The Sub-Committee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 4:00 p.m. this day, in Room 306, West Block.

Members of the Sub-Committee present: Colleen Beaumier, Antoine Dubé, Deepak Obhrai, Beth Phinney, Svend Robinson.

Acting Members present:  Wayne Easter for Sarkis Assadourian; Jean Augustine for Irwin Cotler; Bernard Patry for Marlene Jennings.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee.

Pursuant to the Order of Tuesday October 2, 2001 of the Standing Committee of Foreign Affairs and International Trade, Election of the Chair.

The Clerk of the Sub-Committee presided over the election of a Chair.

On motion of Wayne Easter, it was agreed, -That, Beth Phinney be elected Chair of the Sub-Committee.

Accordingly, Beth Phinney was declared duly elected Chair of the Sub-Committee and took the Chair.

At 4:08, by unanimous consent, the Sub-Committee proceeded to the consideration of its future business.

On motion of Svend Robinson, it was agreed, --That the Sub-Committee on Human Rights and International Development of the Standing Committee of Foreign Affairs and International Trade be authorized to receive evidence when a quorum is not present, provided that the Chair and two other members are present, including a member of the opposition.

On motion of Colleen Beaumier, it was agreed, --That the Sub-Committee on Human Rights and International Development request the permission of the Standing Committee of Foreign Affairs and International Trade to travel to Colombia in relation to its study pursuant to Standing Order 108(2) of human rights, development and other matters in Colombia, and that the necessary staff accompany the Committee.

By unanimous consent, it was agreed, --That the Clerk of the Sub-Committee on Human Rights and International Development be instructed to phone the office of all sub-committee members to determine the most feasible week to undertake the trip to Colombia, and following that to prepare a budget for presentation to the Standing Committee on Foreign Affairs and International Trade for the trip.

At 4:24 p.m., the Committee adjourned to the call of the Chair.
