MINUTES OF PROCEEDINGS

Meeting No. 1

Wednesday, March 14, 2001

The Sub-Committee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 3:30 p.m., this day, in Room 269, West Block, the Chair, Beth Phinney, presiding.

Members of the Sub-Committee present: Eugène Bellemare, Irwin Cotler, Antoine Dubé, Beth Phinney and Svend Robinson.

Acting Member present: Peter Goldring for Deepak Obhrai.

Other Member present: James Moore.

In attendance: From the Research Branch of the Library of Parliament: James Lee, Research Officer.

Appearing: From the Secretary of State (Latin America and Africa): The Hon. David Kilgour, Secretary of State (Latin America and Africa).

Witnesses: From the Department of Foreign Affairs and International Trade: Ron Davidson, Director, South America Division. From the Canada-Colombia Solidarity Campaign: Pablo Alejandro Leal. From the ASOPRICOR: Agustin Reyes, Founder of ASOPRICOR. From the Autonomous Afrocolombian Movement: Carlos Rosero, National Leader. From the Barrancabermaja's Organizacion Femenina Popular (OFP): Dora Guzman. From the Cauca province (southern Colombia): Ezequiel Vitonas Talanga, Indigenous Leader. From the CUT: Patricia Buritica, Leader of CUT (union federation). From the Ruta Pacifica de Mujeres (Women's Path to Peace): Maria del Pilar Cordoba.

Pursuant to Standing Order 108(2), the Sub-Committee convened for a briefing session on the situation in Colombia.

The Minister made an opening statement and, with the official from the Department of Foreign Affairs and International Trade, answered questions.

At 4:30 p.m., the Committee adjourned its sitting.

At 4:35 p.m., the Committee resumed its sitting.

Pablo Alejandro Leal, Augustin Reyes, Carlos Rosero, Dora Guzman, Ezequiel Vitonas Talanga, Patricia Buritica and Maria del Pilar Cordoba each made opening statement and answered questions.

At 5:35 p.m., the Sub-Committee adjourned to the call of the Chair.
