The Special Committee on Non-Medical Use of Drugs met at 3:40 p.m. this day, in Room 269, West Block, the Chair, Paddy Torsney, presiding.
Members of the Committee present: Derek Lee, Réal Ménard, Paddy Torsney and Randy White.
Other Member present: Hedy Fry.
In attendance: From the Library of Parliament: Chantal Collin and Marilyn Pilon, research officers.
Witness: From the Canadian Foundation for Drug Policy and Harm Reduction Network: Eugene Oscapella, Executive Director.
Pursuant to the Orders of Reference adopted by the House of Commons on
Thursday, May 17, 2001, Thursday, November 8, 2001 and Friday, February 8,
2002, the Committee resumed consideration of the factors underlying or relating
to the non-medical use of drugs (See Minutes of Proceedings of Thursday,
June 7, 2001, Meeting No. 1).
The witness made an opening statement and answered questions.
At 5:15 p.m., the Committee adjourned to the call of the Chair.
