The Special Committee on Non-Medical Use of Drugs met at 2:07 p.m. this day, in Vancouver, in the Vancouver Island Room, the Chair, Paddy Torsney, presiding.

Members of the Committee present: Libby Davies, Dominic LeBlanc, Paddy Torsney and Randy White.

In attendance: From the Library of Parliament: Marilyn Pilon, research officer.

Witnesses: Panel I – Law Enforcement: From the Organized Crime Agency of British Columbia: Peter Ditchfield, Deputy Chief. From the Royal Canadian Mounted Police: Carl Busson, Officer in Charge, Drug Enforcement Branch. From the Abbotsford Police Department: Ian Mackenzie. From the Vancouver Police Department: Kash Heed, Commanding Officer, Vice/Drugs Section. From the Canada Customs and Revenue Agency: Brian Flagel, Director, Customs Border Services, Vancouver International Airport District. Panel II – Education/Prevention/Drug Awareness: From the Royal Canadian Mounted Police: Chuck Doucette, Provincial Coordinator, Drug Awareness Service, "E" Division. From the John Howard Society of the Lower Mainland: Larry Howett, Spokesperson, Choices. From the Seaview Addictions Services Society: Donna Baird, Executive Director. From the Alcohol - Drug Education Services: Art Steinmann, Executive Director. From the Pacifica Treatment Centre: Kathy Oxner, Executive Director.

Pursuant to the Order of Reference adopted by the House of Commons on Thursday, May 17, 2001, consideration of the factors underlying or relating to the non-medical use of drugs.

The witnesses on the Law Enforcement Panel made statements and answered questions.

At 3:29 p.m., the sitting was suspended.

At 3:41 p.m., the sitting resumed.

The witnesses from the Education/Prevention/Drug Awareness Panel made statements and answered questions.

At 5:12 p.m., the Committee adjourned to the call of the Chair.
