Monday, December 3, 2001

The Special Committee on Non-Medical Use of Drugs met at 9:06 a.m. this day, in Vancouver, in the Vancouver Island Room, the Chair, Paddy Torsney, presiding.

Members of the Committee present: Libby Davies, Dominic LeBlanc, Stephen Owen, Paddy Torsney and Randy White.

In attendance: From the Library of Parliament: Marilyn Pilon, research officer.

Witnesses: Panel I – Research/Experts. From the Kaiser Foundation: Dan Reist, President. From Prevention Source B.C.: Dr. Colin Mangham, Director. From the University of British Columbia: Dr. Julian Somers, Mental Health Evaluation & Community Consultation Unit - Department of Psychiatry - St. Paul's Hospital; Dr. Mark Tyndall.  Panel II – Drug Policy: From the University of British Columbia: Dr. Martin Schechter, Head of Epidemiology and Biostatistics; As Individual: Larry Campbell, Former Chief Coroner, BC. From the Fraser Institute: Fred McMahon, Director, Social Affairs Centre. From Simon Fraser University: Prof. Bruce Alexander, Department of Psychology. From the University of British Columbia: Dr. Michael O'Shaughnessy, Vice-President, Research, Director of the Centre for Excellence on HIV.

Pursuant to the Order of Reference adopted by the House of Commons on Thursday, May 17, 2001, consideration of the factors underlying or relating to the non-medical use of drugs.

The witnesses on the Research and Experts Panel made statements and answered questions.

At 10:37 a.m., the sitting was suspended.

At 10:51 a.m., the sitting resumed.

The witnesses on the Drug Policy Panel made statements and answered questions.

At 12:31 p.m., the Committee adjourned to the call of the Chair.
