Meeting No. 13

Wednesday, November 21, 2001

The Special Committee on Non-Medical Use of Drugs met at 3:44 p.m. this day, in Room 269, West Block, the Chair, Paddy Torsney, presiding.

Members of the Committee present: Carole-Marie Allard, Libby Davies, Dominic LeBlanc, Derek Lee, Stephen Owen, Kevin Sorenson and Paddy Torsney.

Acting Member present: Larry Bagnell for Jacques Saada.

In attendance: From the Library of Parliament: Marilyn Pilon, research officer.

Witnesses: From the Royal Canadian Mounted Police: Pierre Primeau, Investigator. From the Canada Customs and Revenue Agency: Angelo De-Riggi, Intelligence Officer. From the Montreal Urban Community Police Department: Yvan Côté, Investigator.

Pursuant to the Order of Reference adopted by the House of Commons on Thursday, May 17, 2001, consideration of the factors underlying or relating to the non-medical use of drugs.

Pierre Primeau, Angelo De-Riggi and Yvan Côté made statements and answered questions.

At 5:07 p.m., the sitting was suspended.

By unanimous consent, at 5:09 p.m., the sitting resumed in camera to adopt its Terms of Reference.

It was agreed, - That the draft Terms of Reference for the Committee’s study be adopted as amended.

At 5:14 p.m., the sitting was suspended.

At 5:15 p.m., by unanimous consent, the Committee resumed consideration of its Order of Reference in public.

At 5:44 p.m., the Committee adjourned to the call of the Chair.
