Tuesday, April 3, 2001

The Standing Committee on Industry, Science and Technology met in a televised session at 3:35 p.m. this day, in Room 253-D, Centre Block, the Chair, Susan Whelan, presiding.

Members of the Committee present: Reg Alcock, Mauril Bélanger, Pierre Brien, Scott Brison, John Cannis, Marlene Jennings, Dan McTeague, Charlie Penson, Andy Savoy and Susan Whelan.

Acting Members present: Gary Pilliterri for Walt Lastewka; Sue Barnes for Paddy Torsney; Deepak Obhrai for Preston Manning; Lorne Nystrom for Bev Desjarlais; Gilles Duceppe for Jocelyne Girard-Bujold; Bob Speller for Dan McTeague and Dale Johnston for James Rajotte.

In attendance: From the Library of Parliament: Geoffrey P. Kieley and Dan Shaw, Research Officers.

Appearing: From the Department of Industry: The Hon. Brian Tobin, Minister of Industry.

Witnesses: From the Department of Industry: Howard R. Wilson, Ethics Counsellor; Diane Champagne-Paul, Registrar, Lobbyists Registration Branch; Peter Harder, Deputy Minister; Jennifer Benimadhu, Corporate Comptroller.

Pursuant to the Order of Reference of the House dated February 27, 2001, Main Estimates for the fiscal year ending March 31, 2002, Votes 1, 5, L10, L15, 20, 25, 30, 35, 40, 45, 50, 55, 60, 65, 70, 75, 80, 85, 90, 95, 100, 105, 110, 115, 120 and 125, under INDUSTRY.

The Hon. Brian Tobin made an opening statement and, answered questions.

At 4:41 p.m., the sitting was suspended.

At 4:45 p.m., the sitting resumed.

Howard Wilson made an opening statement and answered questions.

Gilles Duceppe, pursuant to the 48 hours notice adopted on Wednesday, February 21, 2001 moved:

"That the votes allocated to the duties of the Ethics Counsellor under the heading "Industry" for the fiscal year ending March 31, 2002 not be renewed."

At 5:30 p.m., the Committee adjourned to the call of the Chair.
