Tuesday, March 13, 2001
The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 11:18 a.m. this day, in Room 371, West Block, the Chair, Nancy Karetak-Lindell, presiding.
Members of the Committee present: Larry Bagnell, Gérard Binet, Serge Cardin, Jean-Guy Carignan, David Chatters, Rodger Cuzner, John Finlay, Nancy Karetak-Lindell, Gerald Keddy, Pat Martin, Benoît Serré, Guy St-Julien, Maurice Vellacott.
Associate Member present: Joe Comartin.
In attendance: From the Library of Parliament: Jean-Luc Bourdages; Mary Hurley, Tonina Simeone and Monique Hébert, Research Officers.
Appearing: From Natural Resources Canada: Ralph Goodale, Minister of Natural Resources Canada, Minister responsible for the Canadian Wheat Board and Federal Interlocutor for Métis and Non-Status Indians.
Witnesses: From Natural Resources Canada: Sue Kirby, Acting Associate Assistant Deputy Minister, Energy Sector; Graham Campbell, Director, Office of Energy R&D; Anne-Marie Fortin, Legal Counsel.
The Order of Reference dated Tuesday, February 20, 2001, being now read as follows:
ORDERED, -- That Bill C-4, An Act to establish a foundation to fund sustainable development technology be now read a second time and referred to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources.
Pursuant to Standing Order 75(1), Clause 1 of the Bill was stood.
The Chair called Clause 2.
The Minister made a statement and answered questions.
It was agreed, - That the Auditor General be invited to appear before the Committee on Thursday, March 15, 2001 and that the Committee proceed to clause by clause consideration of Bill C-4.
At 1:05 p.m., the Committee adjourned to the call of the Chair.
