The Standing Committee on Public Accounts met at 3:40 p.m. this day, in Room 209, West Block, the Chair, John Williams, presiding.
Members of the Committee present: Mac Harb, Marlene Jennings, Philip Mayfield, Gilles-A. Perron, Beth Phinney, John Richardson, Benoît Sauvageau and John Williams.
Other Member present: Paul Szabo.
In attendance: From the Library of Parliament: Jean Dupuis and Brian O'Neal, Research Officers.
Witnesses: From the Office of the Auditor General of Canada: L. Denis Desautels, Auditor General of Canada; Shahid Minto, Assistant Auditor General. From the Canada Customs and Revenue Agency: Rob Wright, Commissioner; William V. Baker, Assistant Commissioner, Verification, Enforcement and Compliance Research Branch; Norine Heselton, Director General, Scientific Research and Experimental Development Directorate, Verification, Enforcement and Compliance Research Branch. From the Department of Finance: Len L. Farber, Director General, Legislation, Tax Policy Branch; Paul Berg-Dick, Director, Business Income Tax Division, Tax Policy Branch.
Pursuant to Standing Order 108(3)(e), the Committee proceeded to the consideration of Chapter 6 (Canada Customs and Revenue Agency and Department of Finance -- Handling Tax Credit Claims for Scientific Research and Experimental Development) of the April 2000 Report of the Auditor General of Canada.
L. Denis Desautels, Rob Wright and Len L. Farber made opening statements.
In accordance with the motion adopted on Wednesday, October 27, 1999, the Chair authorized the publication of the written statements of the Canada Customs and Revenue Agency and the Department of Finance as appendices to this day's evidence (Appendices PACC-1 and PACC-2).
The witnesses answered questions.
At 5:31 p.m., the Committee adjourned to the call of the Chair.
