MINUTES OF PROCEEDINGS

Meeting No. 12

Thursday, February 17, 2000

The Standing Committee on Public Accounts met at 3:32 p.m. this day, in Room 371, West Block, the Chair, John Williams, presiding.

Members of the Committee present: Hec Clouthier, John Finlay, Mac Harb, Marlene Jennings, Philip Mayfield, John Richardson, Benoît Sauvageau, Alex Shepherd and John Williams.

In attendance: From the Library of Parliament: Jean Dupuis and Brian O'Neal, Research Officers.

Witnesses: From the Office of the Auditor General of Canada: L. Denis Desautels, Auditor General of Canada; Peter Kasurak, Principal, Audit Operations Branch; Hugh McRoberts, Principal, Audit Operations Branch. From the Department of National Defence: Jim Judd, Deputy Minister; Vadm. Gary L. Garnett, Vice-Chief of the Defence Staff; Alan Williams, Assistant Deputy Minister, Material. From Public Works and Government Services Canada: Michael Nurse, Assistant Deputy Minister, Real Property Services Branch; Hank van der Linde, Director General, Property and Facilities Management, Real Property Services Branch.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to the consideration of Chapter 18 (Public Works and Government Services Canada - Alternative Forms of Delivery: Contracting for Property Management Services) and Chapter 27 (National Defence - Alternative Service Delivery) of the September and November 1999 Report of the Auditor General of Canada.

L. Denis Desautels made an opening statement.

The Chair presented the Third Report of the Sub-Committee on Agenda and Procedure which read as follows:

The Sub-committee on Agenda and Procedure of the Standing Committee on Public Accounts met on Wednesday, February 16, 2000, and agreed to recommend the following:

1. That the Committee present a report to the House requesting an order that the Department of National Defence submit to the Committee the report of the Canadian Forces National Investigation Service respecting its investigation on the allegations of fraud regarding alleged gratuities and/or kickbacks from service stations as soon as the report is completed;

2. That the Committee meet with a delegation from Bangladesh on February 29, 2000 from 4:30 p.m. to 5:30 p.m.;

3. That the Committee hold meetings on grants and contributions when the issue is reported on by the Auditor General in the fall of 2000.

It was agreed, - That recommendation No. 1 be amended by deleting the words: "present a report to the House requesting an"; and by adding the word: "to" before the word: "submit".

On motion of John Richardson, the Third Report of the Sub-Committee on Agenda and Procedure, as amended, was concurred in.

Jim Judd and Michael Nurse made opening statements.

The witnesses answered questions

At 5:32 p.m., the Committee adjourned to the call of the Chair.
