Meeting No. 34

Thursday, March 16, 2000

The Standing Committee on Justice and Human Rights met at 3:35 p.m. this day, in Room 362, East Block, the Chair, Andy Scott, presiding.

Members of the Committee present: Reg Alcock, Aileen Carroll, Paul DeVillers, Ivan Grose, John Maloney, John McKay and Andy Scott.

Acting Members present: Eric Lowther for Jim Abbott, Réal Ménard for Michel Bellehumeur, Derrek Konrad for John Reynolds and Jim Pankiw for Chuck Cadman.

In attendance: From the Library of Parliament: Mary Hurley, Researcher; Philip Rosen, Senior Analyst.

Witnesses: From the Queen's University: Nicholas Bala, Professor, Faculty of Law. From the "Coalition gaie et lesbienne du Québec": Claudine Ouellet.

Pursuant to its Order of Reference of Monday, February 21, 2000, the Committee resumed consideration of Bill C-23, An Act to modernize the Statutes of Canada in relation to benefits and obligations (See Minutes of Proceedings, Tuesday, February 29, 2000 , Meeting No. 27).

The witnesses made opening statements and answered questions.

Eric Lowther moved, - That the Committee travel and hold public meetings including representatives of each Provincial and Territorial Legislature in Canada in each of their respective Provinces or Territories on C-23 An Act to modernize the Statutes of Canada in relation to benefits and obligations.

After debate, the question being put on the motion, it was negatived on the following recorded division:

Eric Lowther moved, - That the Committee be empowered to authorize television broadcasting of its proceedings on C-23, pursuant to the principles and practices governing the broadcast of the proceedings of the House of Commons.

After debate, the question was put on the motion.

The vote resulting in an equality of voices, the Chair voted in the negative.

Accordingly, the motion was negatived.

By unanimous consent, it was agreed, - That Iain Benson be invited to appear before the Committee on Bill C-23 next Tuesday, March 21.

The Committee resumed debate on a motion in regard to questioning of witnesses. (See Minutes of Proceedings, Wednesday, March 1st, 2000, Meeting No. 28).

At 5:37 p.m., the Committee adjourned to the call of the Chair.
