The Standing Committee on Justice and Human Rights met at 3:33 p.m. this day, in Room 237-C, Centre Block, the Chair, Andy Scott, presiding.
Members of the Committee present: Reg Alcock, Carolyn Bennett, Chuck Cadman, Aileen Carroll, Paul DeVillers, Ivan Grose, John Maloney, John McKay, John Reynolds, Jacques Saada and Andy Scott.
Acting Members present: Claude Bachand for Michel Bellehumeur, Réal Ménard for Pierrette Venne, Eric Lowther for Jim Abbott and Svend Robinson for Peter Mancini.
In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst.
Witnesses: From the Aboriginal Legal Services of Toronto: Jonathan Rudin, Program Director; Marian Jacko, Member of the Board. From the Atoskata: Daryl Beadnell, Coordinator. From the Congress of Aboriginal Peoples: Frank Palmater, Vice-President; Jane Dickson-Gilmore. From the File Hills Qu'Appelle Tribal Council: Bev Poitras, Director, Restorative Unit.
Pursuant to its Order of Reference of Tuesday, November 23, 1999, the Committee resumed consideration of Bill C-3, An Act in respect of criminal justice for young persons and to amend and repeal other Acts (See Minutes of Proceedings, Tuesday, November 30, 1999 , Meeting No. 5).
The witnesses made opening statements and answered questions.
At 5:25 p.m., the sitting was suspended.
At 5:34 p.m., the sitting resumed in camera.
At 6:30 p.m., the Committee adjourned to the call of the Chair.
