The Standing Committee on Justice and Human Rights met at 3:33 p.m. this day, in Room 209, West Block, the Chair, Andy Scott, presiding.
Members of the Committee present: Michel Bellehumeur, Carolyn Bennett, Chuck Cadman, Aileen Carroll, Paul DeVillers, John Maloney, Peter Mancini, John McKay, Jacques Saada and Andy Scott.
In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst.
Witnesses: From the Canadian Council of Provincial Children's Advocates: Judy Finlay, Chief Advocate & Manager, Office of Child and Family Service Advocacy; Richard Rothenburger; Matthew Geigen-Miller, Member, Youth Advisory Committee, Child Advocate Office. From the Quebec Coalition of alternative justice association: Serge Charbonneau, Coordinator; Josée Tamborini. From the John Howard Society of Canada: Graham Stewart, Executive Director. From the St. Leonard's Society of Canada: Elizabeth White, Executive Director.
Pursuant to its Order of Reference of Tuesday, November 23, 1999, the Committee resumed consideration of Bill C-3, An Act in respect of criminal justice for young persons and to amend and repeal other Acts (See Minutes of Proceedings, Tuesday, November 30, 1999 , Meeting No. 5).
The witnesses made opening statements and answered questions.
At 4:10 p.m., the sitting was suspended.
At 4:48 p.m., the sitting resumed.
At 6:15 p.m., the Committee adjourned to the call of the Chair.
