The Standing Committee on Health met at 3:56 p.m. this day, in Room 308, West Block, the Chair, Lynn Myers, presiding.
Members of the Committee present: Yvon Charbonneau, Christiane Gagnon, Ovid Jackson, Keith Martin, Ted McWhinney, Réal Ménard, Lynn Myers, Bernard Patry, Karen Redman, Paul Szabo, Rose-Marie Ur, Judy Wasylycia-Leis.

Pursuant to its Order of Reference dated Monday, November 29, 1999, the Committee resumed consideration of Bill C-13, An Act to establish the Canadian Institutes of Health Research, to repeal the Medical Research Council Act and to make consequential amendments to other Acts (See Minutes of Proceedings, Thursday, December 2, 1999 , Meeting No. 8).
The Committee proceeded to clause by clause consideration of the Bill.
Pursuant to Standing Order 75(1), consideration of the Title, Preamble and Clause 1 were postponed.
The Chair made an opening statement.

Keith Martin moved, -- That Bill C-13, in Clause 4, be amended by replacing line 16 on page 5 with the following:
"Government of Canada in health research, including through the use of generally accepted accounting principles by the CIHR."
Debate arose thereon.
By unanimous consent, the amendment was withdrawn.
Keith Martin moved, -- That Bill C-13 be amended by adding after line 16 on page 5 the following new clause:
"4.1 In the pursuit of its objective, the CIHR shall take reasonable steps to ensure that health research takes into consideration ethical issues, in particular the need for the utmost respect for human life and human dignity."
