The Standing Committee on Finance met at 3:37 p.m. this day, in Room 209, West Block, the Chair, Maurizio Bevilacqua, presiding.
Members of the Committee present: Maurizio Bevilacqua, Roy Cullen, Roger Gallaway, Albina Guarnieri, Richard Marceau, Karen Redman, Paul Szabo.
Acting Members present: Sarmite Bulte for Gary Pillitteri, Jim Abbott for Richard Harris.
In attendance: From the Library of Parliament: Jean Soucy and Geoffrey Kieley, Researchers.
Witnesses: From the Canadian Institute of Chartered Accountants: Ian Murray, Chairman, Advisory Group on Anti-Money Laundering Legislation; R. Simon G. Chester, Legal Counsel. From the Canadian Bar Association: Eugene Meehan, President; Greg DelBigio, Member, National Criminal Justice Section; Joan Bercovitch, Senior Director, Legal and Governmental Affairs. As Individual: Dr. Mark Zoccolillo. From the National Criminal Intelligence Services (U.K.): Martin Comley, Deputy Head, Economic Crime Unit.
The Committee resumed consideration of Bill C-22, An Act to facilitate combatting the laundering of proceeds of crime, to establish the Financial Transactions and Reports Analysis Centre of Canada and to amend and repeal certain Acts in consequence. (See Minutes of Proceedings, Tuesday, April 11, 2000, Meeting No. 46)
The Committee resumed consideration of Clause 1.
Ian Murray, Joan Bercovitch, Eugene Meehan, Greg DelBigio, Mark Zoccolillo and Martin Comley made statements and with the other witnesses answered questions.
At 5:27 p.m., the Committee adjourned to the call of the Chair.
