Meeting No. 5

Monday, November 15, 1999

The Standing Committee on Aboriginal Affairs and Northern Development met at 1:45 p.m. this day, in Terrace, BC, Best Western Terrace Inn, the Chair, Sue Barnes, presiding.

Members of the Committee present: Claude Bachand, Sue Barnes, Ray Bonin, John Finlay, Ghislain Fournier, Jim Gouk, Louise Hardy, David Iftody, Nancy Karetak-Lindell, Gerald Keddy, John O'Reilly, Mike Scott.

Acting Member present: Cliff Breitkreuz for Derrek Konrad.

Other Member present: Daniel Turp.

In attendance: From the Library of Parliament: Mary Hurley; Tonina Simeone, Research Officers. From the House of Commons Committees and Legislative Services Directorate: Richard Dupuis, Legislative Clerk.

Witnesses: From the City of Terrace: Jack Talstra, Mayor. From the Kitimat Stikine Regional District: Joanne Monaghan, Chair. As an individual: Bill Young, Businessman; Frank Barton, Nisga'a Member.

Pursuant to its Order of Reference of Monday, November 1st, 1999, the Committee resumed consideration of Bill C-9, An Act to give effect to the Nisga'a Final Agreement (See Minutes of Proceedings, Wednesday, November 3, 1999, Meeting No. 3).

The Committee resumed consideration of Clause 2.

Frank Barton and Bill Young made statements and answered questions.

Jack Talstra and Joanne Monaghan made statements and answered questions.

At 3:50 p.m., the Committee adjourned to the call of the Chair.
